<br />AUQust 25. 2009 <br /> <br />"RESOLUTION AUTHORIZING A REVISED SALE AND DEVELOPMENT <br />AGREEMENT FORA NEW PORTSMOUTH COURTHOUSE. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That the City Manager, acting for and on behalf of the City, is hereby <br />authorized and directed to sign a Revised Sale and Development Agreement for a new <br />Portsmouth Courthouse that is substantially the same as the instrument which is <br />attached hereto, and that is approved as to form and legality by the City Attorney. <br /> <br />2. That the City Manager and the City Attorney are further authorized and <br />directed to implement said agreement and to take all additional actions reasonably <br />necessary to achieve its purposes. <br /> <br />3. That the City Manager and the City Attorney shall report timely and <br />periodically to City Council on the status of implementing said agreement." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 447 - Adoption of an ordinance accepting a grant in the amount of $43,840 from the <br />Virginia Department of Emergency Management and appropriating said funds in the FY <br />2009-2010 Grants Fund for use by the Department of Fire, Rescue, and Emergency <br />Services for the City's Emergency Management Program. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. VDEM recognizes the critical role of emergency management at the local level. <br />Strong local emergency management programs keep the Commonwealth safer, and <br />allow all of us to respond and recover effectively and efficiently when an emergency or <br />disasters occurs. <br />. The grant requires a 1: 1 match ratio and the salary of the Deputy Coordinator of <br />Emergency Management is utilized as the city's contribution. <br /> <br />Discussion: <br />. Emergency Management equipment, supplies and training is funded by this <br />program. This funding is essential in supporting the mission of protecting Portsmouth <br />citizens from natural and man made disasters. <br /> <br />Financial Impact: <br />. In kind match (Salary of Deputy Coordinator of Emergency Management) <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Acquire equipment, supplies and training in support of the city's comprehensive <br />emergency management program. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $43,840 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID FUNDS IN THE FY 2009-2010 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE, AND EMERGENCY SERVICES FOR THE CITY'S <br />EMERGENCY MANAGEMENT PROGRAM." <br />
