<br />AUQust 25. 2009 <br /> <br />Background: <br />. DBHDS identified one-time funding to support a pilot project of mental health and <br />criminal justice initiatives specifically to ensure incarcerated individuals deemed <br />incompetent to stand trial receive timely competency restoration services. <br />. The one-time funds may be used to provide assessment, case management and <br />competency restoration services to individuals in the criminal justice system who are <br />deemed incompetent to stand trial, have been court ordered restoration services and <br />are either in jailor in the community. <br />. The goal of this initiative is to provide demonstrable evidence that jail diversion <br />services are a significant factor in the economic, treatment and programmatic efficacy of <br />mental health and criminal justice collaboration <br />. All funds should be expended in the current fiscal year 2009/2010 <br /> <br />Discussion: <br />. DBHDS will issue payment of $16,548.03 to the Department of Behavioral <br />Healthcare Services for Jail Diversion Initiative <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation In the FY2009 Behavioral Healthcare <br />Fund Budget will be increased by $16,548.03. <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in the Behavioral Healthcare Services by <br />$16,548.03 is processed immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2009-2010 BEHAVIORAL <br />HEAL THCARE SERVICES FUND THE SUM OF $16,548.03 ALLOCATED TO THE <br />PORTSMOUTH DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES BY <br />THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES FOR JAIL DIVERSION INITIATIVES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 444 - Adoption of a resolution adopting a Program Income Plan Governing Funds <br />generated by the City's Neighborhood Stabilization Plan. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Virginia Department of Housing and Community Development (DHCD) <br />awarded the City $2,000,000 of NSP funds to purchase and rehabilitate residential <br />properties that have been foreclosed upon. The units will then be sold to income- <br />eligible households. <br />. Program income will be generated as a result of the use of NSP funds by the <br /> <br />City. <br /> <br />. DHCD requires that the City adopt a Program Income Plan (PIP) to describe the <br />use of the program income. A copy of the draft Plan is attached. <br />
