<br />AUQust 11. 2009 <br /> <br />09 - 419 - Adoption of an ordinance to accept a grant in the amount of $317,522 from <br />the Virginia Department of Criminal Justice Services and to appropriate said amount in <br />the FY 2009-2010 Grants Fund for use by the Office of the Commonwealth's Attorney <br />for the Victim Witness Program. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. The City of Portsmouth has received a grant from DCJS for continuation funding <br />of the Victim Witness Grant, administered by the Commonwealth's Attorney's Office. <br />. This grant program has grown over the last 20 years to comprise six full-time <br />appointees who served over 1600 victims last year. <br />. This program provides for comprehensive information and direct services to <br />crime victims and witnesses. <br /> <br />Discussion: <br />. The Victim Witness Grant will provide for six full-time appointees dedicated 100% <br />to the Grant's objectives. <br />. It is estimated that this program will serve in excess of 1850 victims annually. <br /> <br />Financial Impact: <br />. There is no cash match required of the City. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The continuation of our Victim Witness Program focusing on serving victims of <br />crime in our City. <br /> <br />1. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO ACCEPT A GRANT IN THE AMOUNT OF $317,522 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND TO <br />APPROPRIATE SAID AMOUNT IN THE FY 2009-2010 GRANTS FUND FOR USE BY <br />THE OFFICE OF THE COMMONWEALTH'S ATTORNEY FOR THE VICTIM WITNESS <br />PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 420 - Adoption of an ordinance to appropriate (A) in the FY 2009-2010 <br />Community Planning and Development Program Fund, $6,001 allocated to the <br />Community Development Block Grant Program by the U.S. Department of Housing <br />and Urban Development; (B) in the FY 2009-2010 Community Planning and <br />Development Program Fund, $130,300.43 in Home Program FY 2007-2008 Income; <br />and (C) in the FY 2009-2010 Economic Stimulus Fund, $473,578 in Community <br />Development Block Grant Recovery Act Funds, $724,490 in Homeless Prevention and <br />Rapid Re-Housing Funds, and $2,000,000 in Neighborhood Stabilization Funds <br />allocated by the U.S. Department of Housing and Urban Development. Vision <br />Principles: Thriving Neighborhoods and a Sense of Community and a Robust and <br />Prospering Economy. <br />
