September 26, 2000 <br /> <br />Purpose and Need: <br /> <br />· Due to various commitments, four of seven City Council members will be conducting <br />business out of the City, therefore, the required quorum will not be present. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION CANCELING THE REGULARLY-SCHEDULED CITY COUNCIL <br />MEETING OF OCTOBER 24, 2000. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that its <br />regularly-scheduled meeting of October 24, 2000, be, and it hereby is, canceled." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 235 - Adoption of a resolution supporting consideration by the United States Navy, <br />through the Environmental Impact Statement scoping process, of Oceana Naval Air <br />Station in the City of Virginia Beach, as the preferred East Coast alternative for the <br />placement of all F/A-18E and F Super Hornet aircraft. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution supporting consideration by the United States Navy, through <br />the Environmental Impact Statement scoping process, of Oceana Naval Air Station in <br />the City of Virginia Beach as the preferred East Coast alternative for the placement of <br />all F/A-18E and F Super Hornet aircraft. <br /> <br />Purpose and Need: <br /> <br />· The City of Virginia Beach has requested adoption of the resolution to show regional <br />support for its position. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br />1. Mark Geduldig-Yatrosky, 363 Middle Street, requested deferral of this item until the <br />City of Virginia Beach comes to consensus with their citizens. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION SUPPORTING THE LOCATION OF THE EAST COAST F/A-18 E <br />AND F MODEL AIRCRAFT AT OCEANA NAVAL AIR STATION. <br /> <br /> WHEREAS, Oceana Naval Air Station is the base for the Navy's East Coast F/A- <br />18 C and D model aircraft and all of the Navy's F-14 aircraft; and <br /> <br /> WHEREAS, Oceana's presence benefits the entire Hampton Roads region not <br />only economically, but through the high quality of men and women who are stationed <br />there in defense of our nation, with the character and quality of those men and women <br />contributing immeasurably to the quality of life throughout the region; and <br /> <br /> WHEREAS, the F-14 aircraft will be retired from the Navy's inventory over the <br />coming years and will be replaced by the F/A-18 E and F model aircraft; and <br /> <br /> WHEREAS, the Navy is in the process of conducting a number of public <br />meetings as part of the scoping process for preparation of an Environmental Impact <br />Statement (the "Scoping Process") on the East Coast location of the F/A-18 E and F <br />model aircraft; and <br /> <br /> <br />
