<br />July 28. 2009 <br /> <br />Recommended Action: <br />. Adoption of an ordinance to appropriate $891,500 received from the Federal <br />Highway Administration through the Congestion Mitigation and Air Quality program <br />(CMAQ) to replace the traffic signalization at the intersection referred to as Alexander's <br />Corner. Vision Principle: Thriving Neighborhood and Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Completion of the required design plans followed by construction of the <br />signalization improvements. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE IN THE FY 2009-2010 CAPITAL IMPROVEMENTS <br />FUND THE SUM OF $891,500 RECEIVED FROM THE FEDERAL HIGHWAY <br />ADMINISTRATION THROUGH THE CONGESTION MITIGATION AND AIR QUALITY <br />PROGRAM (CMAQ) TO REPLACE THE TRAFFIC SIGNALIZATION AT THE <br />ALEXANDER'S CORNER INTERSECTION." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 396 - Adoption of an ordinance accepting a grant in the amount of $7,033.76 from <br />the Library of Virginia and appropriating said funds in the FY 2009-2010 Grants Fund for <br />use by the Clerk of Circuit Court to purchase microfilm equipment. Vision Principle: <br />Pride of Past, Promise of Future. <br /> <br />Background: <br />. The Clerk of Circuit Court has requested and received a grant from the Library of <br />Virginia for the purpose of purchasing a microfilm reader/printer. These funds are to be <br />utilized for the purchase of microfilm readerlprinter with the capacity to handle 35mm <br />film. The film provided from the Library of Virginia for Chancery and Law Order Books <br />is 35mm. The office currently has microfilm readerlprinters for 16mm film and to handle <br />35mm film requires the installation of a manual carriage on one of the existing readers. <br />This is not efficient or effective for providing the public with immediate service. <br />. The total available funds from the Library of Virginia are $7,033.76. <br />. The Clerk of Circuit Court has requested $7,033.76 to be disbursed to the City of <br />Portsmouth for purchasing the equipment relating to this project. <br /> <br />Discussion: <br />. This grant will provide funding to purchase a microfilm readerlprinter capable of <br />handling 35mm film. The civil department needs this readerlprinter because several <br />Chancery and Law Order Books are only available on 35mm film. The readerslprinters <br />currently in the office for public and staff use only allow for the loading of 16mm film. <br />The office has a manual carriage that may be installed on one reader for the purpose of <br />reading 35mm film. An automated reader would be more efficient and also allow for <br />public use of 35mm film. <br /> <br />Financial Impact: <br />. No City cash match is required. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate $7,033.76 in grant funds from the Library <br />of Virginia for use by the Clerk of Circuit Court for purchasing a 35mm microfilm <br />reader/printer.
