<br />June 23. 2009 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 23, 2009, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, *Stephen E. Heretick, *Elizabeth M. Psimas, Deputy City <br />Manager Betty Burrell, City Attorney G. Timothy Oksman. <br /> <br />Councilwoman Marlene W. Randall opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag by Boy Scout Troop 259. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting of June 8, 2009, of a Called Meeting of June 9, 2009, and of a <br />Regular Meeting of June 9,2009, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 332 - Presentations: <br /> <br />Resolution of condolence to the family of Specialist Shawn Dante Sykes from the <br />grateful citizens of the City of Portsmouth, Virginia, and was adopted by the following <br />vote: <br /> <br />"RESOLUTION OF CONDOLENCE TO THE FAMILY OF SPECIALIST SHAWN <br />DANTE SYKES FROM THE GRATEFUL CITIZENS OF THE CITY OF PORTSMOUTH, <br />VIRGINIA. <br /> <br />WHEREAS, on the ih day of May, 2009, death brought to a close the very young <br />and active life of Specialist Shawn Dante Sykes, a soldier in the United States Army; <br />and <br /> <br />WHEREAS, Specialist Shawn Dante Sykes served the citizens of the City of <br />Portsmouth and this Nation with determination, dedication and distinction and received <br />numerous medals including the Army Commendation Medal, Navy and Marine Corps <br />Commendation Medal, National Defense Service Medal, Iraq Campaign Medal and <br />Expert Marksmanship Badge; and <br /> <br />WHEREAS, he gave unselfishly of his youth, strength, courage and ultimately of <br />his life in the interest of democracy and freedom for the citizens of this City as well as <br />the Nation; and <br /> <br />WHEREAS, the stature he attained in the community by his exemplary life and <br />many achievements was well recognized during his lifetime by his family, friends <br />employers and associates; and <br /> <br />WHEREAS, SPC Sykes will continue to be remembered by many and loved by <br />his mother who referred to him as an anchor of the family, her best friend, and <br />everything she could have wanted in a son; and <br /> <br />WHEREAS, the community has suffered a great loss in the very premature <br />passing of Specialist Shawn Dante Sykes and joins with his family, friends and <br />associates in mourning his death. <br /> <br />NOW,THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the sympathy of this body, acting for the citizens of this City, who are <br />grateful for his service to his country, city, and community, be and hereby is extended <br />to the family of the late Specialist Shawn Dante Sykes. <br />
