The additional CDBG program funds and HOME program funds will be available <br />upon HUD's approval of the FY 2010 Annual Action Plan, which is expected to be on or <br />around July 1, 2009. <br /> <br />Motion by Mr. Smith, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING ADDITIONAL U.S. DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT GRANTS OF $15,061 IN COMMUNITY DEVELOPMENT <br />BLOCK GRANT PROGRAM (CDBG) FUNDS AND $80,071 IN HOME INVESTMENT <br />PARTNERSHIPS PROGRAM (HOME) FUNDS AND APPROPRIATING SAID FUNDS <br />IN THE FY 2009-2010 COMMUNITY PLANNING AND DEVELOPMENT FUND." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 292 - Adoption of a resolution granting conditional approval for Emergency Medical <br />Response, LLC, to provide certain transport services within the City of Portsmouth. <br />Vision principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Virginia State Code requires that private medical transport businesses be <br />licensed as "Advanced Life Support" (ALS) agencies by the local jurisdictions in which <br />they operate. <br />. In December 2006, the Chief Executive Officer for the Center for Emergency <br />Medical and Life Safety Training requested licensure to operate as a Basic Life Support <br />and Advanced Life Support service provider within the City of Portsmouth. <br /> <br />Discussion: <br />. Fire Chief Don Horton has approved this request for licensure for the Center for <br />Emergency Medical and Safety Training as an ALS provider with the conditions as <br />follows: <br />. The Center for Emergency Medical & Safety Training ("Center") agrees to limit its <br />transport business to that of non-emergency transports at all times when operating <br />within the City of Portsmouth. <br />. The "Center" agrees that it will not attempt to provide nor respond to emergency <br />situations (commonly known as "911 " calls) within the City, unless requested by the <br />Portsmouth Fire Rescue and Emergency Services Department (PFRES) through a <br />mutual aid agreement. <br />. The "Center" agrees that in the normal course of their transport business, while <br />within the City of Portsmouth, if they become aware of an emergency situation, they will <br />report it immediately to the City of Portsmouth's dispatch center to be handled by <br />PFRES. <br />. The "Center" acknowledges that PFRES is the only designated "911" agency <br />authorized to provide emergency services and emergency transport within the City of <br />Portsmouth. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a resolution.
