354 <br /> <br />August 28, 1990 <br /> <br /> Motion of Mr. Hawks and seconded by Mr. King, the <br />following ordinance was adopted on first and final reading, <br />by the following vote: <br /> <br />and <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, 1988, AS AMENDED, BY AMENDING SECTIONS <br />35-12(b) AND (e) THEREOF, AND ADDING SECTION 35-t2(f), T~EREOF, <br />PERTAINING TO ERRONEOUS TAX ASSESSMENTS." <br /> <br />Ayes: Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: Clemens <br /> <br /> 90-360 Letter from the City Manager recommending adoption <br />of a resolution accepting the offer of John D. Harrison and <br />Benjamin Harrison to purchase a 15 foot strip of City owned <br />property on Douglas Avenue. <br /> <br /> "The City has advertised a 15 foot strip of property <br />adjacent to Douglas Avenue for sale. This office received one <br />offer from Mr. John Harrison and Mr. Ben3amin Harrison in the <br />amount of $402.00. Mr. John Harrison~and Mr. Benjamin Harrison <br />own the property on each side of the parcel. This purchase <br />would allow them to expand their present business. <br /> <br /> As a brief background, the City received this residual <br />parcel from the Heinz Company in a Deed of Gift. <br /> <br /> I recommend a~option of a resolution accepting the offer <br />and authorizing the sale of the property." <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Hawks to defer <br />this item to the September 18, 1990 Regular Meeting, and was <br />adopted by following vote: 5-2 (Clemens, Kin~) <br /> <br /> 90-361 Letter from the City Manager recommending adoption <br />of a resolution authorizing the entrance into an agreement for <br />the joint exercise of powers and/or cooperative undertaking in <br />connection with the operation of the Hampton Roads Regional <br />Academy of Criminal Justice. <br /> <br /> "The Police Department seeks to continue its membership as <br />a joint participant in law enforcement training at the Hampton <br />Roads Regional Academy of Criminal Justice. It became advisable <br />for the HRRACJ Charter to be changed to include a representative <br />on the Board of Directors from the regional Sheriffs without law <br />enforcement responsibilities and the special interest groups, <br />e.g., College Campus Police and Port Authority Police. The <br />necessary revisions have been made, and the new Charter allows <br />representation on the Board of Directors for these two groups. <br /> <br /> I, therefore, recommend that Council adopt the revised <br />Hampton Roads Regional Academy of Criminal Justice Charter and <br />authorize the City Manager to execute it in its present form." <br /> <br /> Motion of Mr. King and seconded by Hr. Epperson, the <br />following resolution was adopted on first and final reading, <br />by the following vote: <br /> <br />and <br /> <br /> "A RESOLUTION APPROVING THE CREATION OF THE HAMPTON ROADS <br />REGIONAL ACADEMY OF CRIMINAL JUSTICE. <br /> <br /> WHEREAS, the cities of Hampton, Newport News, Poquoson, <br />Portsmouth, and Williamsburg and the counties of James City and <br />York have determined that there is a need for joint or <br />cooperative action among these political subdivisions in order <br />to provide the highest achievable level of professional criminal <br />justice training and related services to recruits and continuing <br />inservice personnel; and <br /> <br /> <br />
