September 18, 1990 375 Mqtion of Mrs. Lucas and seconded by Mr. King, the following resolution endorsing the recommendation of the Virginia Department of Transportation for a route proposed to connect the Martin Luther K~ng Freeway and 1-264 was adopted on first and final reading, and by the followin'g vote: a RESOLUTION ENDORSING THE RECOMMENDATION OF THE ~IRGINIA DEPARTMENT OF TRANSPORTATION FOR A ROUTE PROPOSED TO CONNECT THE MARTIAN LUTHER KING EXPRESSWAY, MIDTOWN TUNNEL AND THE WESTERN FREEWA1· W~EAS, a Location Publlc ~ear~ng was conducted or February 27, 1990, in the C~ty of Portsmouth, Virginia by repres(ntatives of the C~mmonwealtn of Virginia, Department of Transportation, afte~ ~u and proper notice for the purpose of considering the proposed location of a parallel Midtown Tunnel and Inte~'change Proj~c~,~ 0058-965-102, in the Cities of Portsmouth and ~Iorfolk, at which ~e rin~ aerial photographs, drawings, and other p(rtinent informat on were made available for public inspection i~ acco~da e with state and federal requirements~ and W5 EAS, all persons and parties in attendance wer~ afforded full o~ rtunity to participate in said public hearings~ and W~ EAS, representatives of the City of Portsmouth were present nd participated in said hearing; and W5 EAS, the Council o~ the City of PortsmOuth considered all such me ers; NC THEREFORE, BE IT RESOLVED that the Council of the City of Por~ outh, Virginia hereby approves the location of the propos( pro3ect designated as Alignment A4-B4-C1-D1, w~ich route is fur~ r designated on the map attached hereto and de~ ~gnated as A5 s: Clemens, Corprew, Epperson, King, Hawks, Lucks, Webb N~ ii None 9( 3 Letter from the City Manager recommending ~doption of a moti( authorizing approval to transfer $45,000 from ~he Grants Contincemcy Fund to cover partial costs of complying wi~h the Chesapeake Bay Preservation Act. "The Planning Department has been awarded a $45,000 grant from tge ChesapeaKe Bay Local Assistance Department to ~over partia% costs of complying with the Chesapeake Bay Preservation Act. ~enty thousand dollars ($20,000) was approved fo~ computerized mapping of the Preservation Areas adopted by City Councii on August 28, 1990. Twenty-five thousand dollars ($25,0~O) was approved to pay the Salary of a planner t% review develoDment proposals and develop the second-year program ~ompre sive Plan amendments required under the Bay Ac~.
