September 18, 1990 <br /> <br />375 <br /> <br /> Mqtion of Mrs. Lucas and seconded by Mr. King, the following <br />resolution endorsing the recommendation of the Virginia Department <br />of Transportation for a route proposed to connect the Martin <br />Luther K~ng Freeway and 1-264 was adopted on first and final <br />reading, and by the followin'g vote: <br /> <br /> a RESOLUTION ENDORSING THE RECOMMENDATION OF THE ~IRGINIA <br />DEPARTMENT OF TRANSPORTATION FOR A ROUTE PROPOSED TO CONNECT THE <br />MARTIAN LUTHER KING EXPRESSWAY, MIDTOWN TUNNEL AND THE WESTERN <br />FREEWA1· <br /> W~EAS, a Location Publlc ~ear~ng was conducted or February <br />27, 1990, in the C~ty of Portsmouth, Virginia by repres(ntatives <br />of the C~mmonwealtn of Virginia, Department of Transportation, <br />afte~ ~u and proper notice for the purpose of considering the <br />proposed location of a parallel Midtown Tunnel and Inte~'change <br />Proj~c~,~ 0058-965-102, in the Cities of Portsmouth and ~Iorfolk, at <br />which ~e rin~ aerial photographs, drawings, and other p(rtinent <br />informat on were made available for public inspection i~ <br />acco~da e with state and federal requirements~ and <br /> <br />W5 EAS, all persons and parties in attendance wer~ afforded <br />full o~ rtunity to participate in said public hearings~ and <br /> <br />W~ EAS, representatives of the City of Portsmouth were <br />present nd participated in said hearing; and <br /> <br />W5 EAS, the Council o~ the City of PortsmOuth considered all <br />such me ers; <br /> <br />NC THEREFORE, BE IT RESOLVED that the Council of the City <br />of Por~ outh, Virginia hereby approves the location of the <br />propos( pro3ect designated as Alignment A4-B4-C1-D1, w~ich route <br />is fur~ r designated on the map attached hereto and de~ ~gnated as <br /> <br />A5 s: Clemens, Corprew, Epperson, King, Hawks, Lucks, Webb <br />N~ ii None <br />9( 3 Letter from the City Manager recommending ~doption of <br />a moti( authorizing approval to transfer $45,000 from ~he Grants <br />Contincemcy Fund to cover partial costs of complying wi~h the <br />Chesapeake Bay Preservation Act. <br /> "The Planning Department has been awarded a $45,000 grant <br />from tge ChesapeaKe Bay Local Assistance Department to ~over <br />partia% costs of complying with the Chesapeake Bay Preservation <br />Act. ~enty thousand dollars ($20,000) was approved fo~ <br />computerized mapping of the Preservation Areas adopted by City <br />Councii on August 28, 1990. Twenty-five thousand dollars <br />($25,0~O) was approved to pay the Salary of a planner t% review <br />develoDment proposals and develop the second-year program <br />~ompre sive Plan amendments required under the Bay Ac~. <br /> I'~commend approval of a motion transferring $45,000 fro~ <br />the Gr~ts Contingency Fund.
