374 <br /> <br />September 18, 1990 <br /> <br /> Diana Creecy, Director of Disaster Services for the <br />American Red CrlOsS, spoke in sup'p~ort ,of the resolution. <br /> <br /> Motion of Mr. Clemens and seconded by Mr. King that the <br />following resoluti~nauthoriz~ing %he City Manager.to-seek relief <br />for the victims of the August 24,'1990 flooding, and, was adopted <br />on first and final reading by the following vote: <br /> <br /> "A RESOLUTION AUTHQRIZING THE CITY MANAGER TO SEEK RELIEF <br />FOR THE VICTIMS OF THE ~UGUST 24,~ 1!990 FLOODING. <br /> <br /> WHEREAS, on~,August 24, 1990, Where occurred a disaster in <br />the City of Portsmouth in that Certain residences and businesses <br />in the City were extensively damaged by flooding as a result of <br />a seve'~e ra~storm; ~nd~, :~ i~. , i . <br /> <br /> WHEREAS, because of that disaster, there exiSt numerous <br />citizens and businesses in the City who may be qualified for <br />relief u~d?er ~variiausi~fede~l~'a,nd ~stat~disiaster, relief programs; <br /> <br /> WHEREAS, the Council of the City of Portsmouth is <br />committed'to assisti~ng, in every manner possible, the obtaining <br />of suCh relief by its r~sidents and corporate citizens. <br /> <br /> NOW, THEREFORE BE IT RESOLVED, by the Council of the City <br />of PortSmouth,.Virginia, that there is hereby declared a state <br />of local emergency as a result of the disastrous rainstorm of <br />August 24, 1990; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby <br />authorized and directed to take all appropriate actions, <br />including the filing of applications and requests for disaster <br />area designation and relief, in order to obtain the most <br />expeditious and complete relief possible for the victims of the <br />August 24th flooding." <br /> <br />Ayes: Clemens, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: None <br /> <br /> 90-382 Letter from the City Manager recommending adoption <br />of a resolution endorsing the recommendation of the Virginia <br />Department of Transportation for a route proposed to connect the <br />Martin Luther King Freeway and 1-264. <br /> <br /> "On May 31, i990, the Virginia Department of <br />Transportation held a public hearing to present alternate routes <br />for the proposed connection between the Martin Luther King <br />Expressway and Interstate 264. <br /> <br /> Recently, I received the recorded transcripts of the <br />public hearing along with a route selection ~ecommended by the <br />Department or'Transportation. The State requests that the City <br />Council endorse the recommended route which was designated ~n <br />the ~ublic hearing as Altern'ative E (see attached resolution). <br />The attached plan illustrates the route of this alternate, which <br />includes a flyover from London Boulevard to-1-264, with <br />additional access ramps at High Street. Both Turnpike Road and <br />High Street will remain open and pass under the connection. <br /> <br /> Although the State has not identified funding for this <br />critical connection, I recommend endorsemen-t of the option <br />selected by the State to insure that agreement on a route <br />location does not become an impediment to its completion." <br /> <br /> <br />
