<br />April 28. 2009 <br /> <br />09 - 234 - Adoption of a resolution authorizing the City Manager to execute and submit <br />a Substantial Amendment to the FY 2009 (FY 2008) Annual Action Plan to the U. S. <br />Department of Housing and Urban Development for Homelessness Prevention and <br />Rapid Re-Housing Program Funds. Vision Principle: A Robust and Prospering <br />Economy. <br /> <br />Background: <br />. Congress has designated HPRP funds under Title XII of the American Recovery <br />and Reinvestment Act of 2009 (Recovery Act) for communities to provide financial <br />assistance and services to either prevent individuals and families from becoming <br />homeless or help those who are experiencing homelessness to be quickly re-housed <br />and stabilized. In order to receive these funds, the City of Portsmouth must submit to <br />HUD a substantial amendment to the FY 2009 Annual Action Plan. <br /> <br />Discussion: <br />. The Department of Planning requests approval to allow for the submittal to HUD <br />of the substantial amendment to the FY 2009 Annual Action Plan to allow the City of <br />Portsmouth to receive $724,490 of HPRP entitlement. <br /> <br />Financial Impact: <br />. $724,490 will be available to assist at-risk and homeless individuals and families <br />in Portsmouth to stabilize their housing or find decent housing. There is no matching <br />fund requirement of the City. <br /> <br />Staff Recommends: <br />. Approve submittal to HUD of the substantial amendment to the FY 2009 Annual <br />Action Plan. Vision Principle: A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. The substantial amendment will be submitted to HUD by May 18, 2009. HUD will <br />notify the City no later than July 2, 2009, that it was either accepted or it did not meet <br />the HPRP requirements. Once accepted, HUD will execute a grant agreement with the <br />City of Portsmouth. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AND SUBMIT A <br />SUBSTANIAL AMENDMENT TO THE FY 2009 (FFY 2008) ANNUAL ACTION PLAN <br />TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR <br />HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM FUNDS. <br /> <br />WHEREAS, the U.S. Department of Housing and Urban Development (HUD) <br />was authorized by Congress under Title XII of the American Recovery Act of 2009 <br />(Recovery Act) to provide communities with financial assistance and services to either <br />prevent individuals and families from becoming homeless or help those who are <br />experiencing homelessness to be quickly re-housed and stabilized; and <br /> <br />WHEREAS, the City of Portsmouth has been awarded $724,490 of Homeless <br />Prevention and Rapid Re-housing Program (HPRP) funds through the Recovery Act; <br />and <br /> <br />WHEREAS, HUD requests submittal of a substantial amendment to the FY 2009 <br />Annual Action Plan for City of Portsmouth to receive HPRP funds; and <br /> <br />WHEREAS, the completed substantial amendment is on display for public <br />comment from April 19, 2009 to May 1,2009; and <br /> <br />WHEREAS, no local matching funds are required to obtain the monies. <br />
