The Director of Public Utilities/Public Works is responsible for ensuring the <br />administration of the City's E&SC ordinance and revised Code section. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 11 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTIONS 11-2, 11-3, AND 11-4 <br />THEREOF PERTAINING TO EROSION AND SEDIMENT CONTROL." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 233 - Adoption of a resolution granting conditional approval for the Center for <br />Emergency Medical and Safety Training, a private emergency medical services agency, <br />to provide certain transport services within the City of Portsmouth. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Virginia State Code requires that private medical transport businesses be <br />licensed as "Advanced Life Support" (ALS) agencies by the local jurisdictions in which <br />they operate. <br />. In December 2006, the Chief Executive Officer for the Center for Emergency <br />Medical and Life Safety Training requested licensure to operate as a Basic Life Support <br />and Advanced Life Support service provider within the City of Portsmouth. <br /> <br />Discussion: <br />. Interim Fire Chief Beck Barfield has approved this request for licensure for the <br />Center for Emergency Medical and Safety Training as an ALS provider with the <br />conditions as follows: <br />. The Center for Emergency Medical & Safety Training ("Center") agrees to limit its <br />transport business to that of non-emergency transports at all times when operating <br />within the City of Portsmouth. <br />. The "Center" agrees that it will not attempt to provide nor respond to emergency <br />situations (commonly known as "911 " calls) within the City, unless requested by the <br />Portsmouth Fire Rescue and Emergency Services Department (PFRES) through a <br />mutual aid agreement. <br />. The "Center" agrees that in the normal course of their transport business, while <br />within the City of Portsmouth, if they become aware of an emergency situation, they will <br />report it immediately to the City of Portsmouth's dispatch center to be handled by <br />PFRES. <br />. The "Center" acknowledges that PFRES is the only designated "911" agency <br />authorized to provide emergency services and emergency transport within the City of <br />Portsmouth. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a proposed resolution.
