484 April 28. 2009 At a Called Meeting of the City Council on Tuesday, April 28, 2009 there were present: Mayor James W. Holley III, Charles B. Whitehurst, Sr., Marlene W. Randall, Elizabeth M. Psimas, *Douglas L. Smith, City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. 09 - 226 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 28, 2009 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 09 - 227 - The following items were discussed in Public Work Session: 1. Introduction of Maria Kattmann, new City Assessor effective July 1, 2009 - Kenneth Chandler, City Manager 2. CDBG and HOME Application Follow-up: Cradock Conservation and Redevelopment Plan - Kathy Warren, Deputy Director for the Portsmouth Redevelopment and Housing Authority 3. Operating and CIP Budget Update - Betty Burrell, Chief Financial Officer 4. Community Health Center - Barbara Willis, Chief Executive Officer, Community Health Clinic 5. Debt Refunding - David Rose, Senior Vice-President, Davenport & Company 6. City Council Liaison Reports - - Councilman Whitehurst - .
