<br />At a Regular Meeting of the City Council on Tuesday, April 14, 2009, there were
<br />present:

<br />Mayor James W. Holley III, Charles B. Whitehurst, Sr., Marlene W. Randall, Elizabeth
<br />M. Psi mas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G.
<br />Timothy Oksman.
<br />
<br />Reverend Francis Craig opened the meeting with prayer, which was followed the
<br />Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Smith, and seconded by Ms. Psi mas, to approve the minutes of a
<br />Called Meeting of March 21, 2009, of a Called Meeting of March 23, 2009, of a Called
<br />Meeting to March 24, 2009, of a Regular Meeting of March 24, 2009, of a Called
<br />Meeting of March 31, 2009, of a Called Meeting of April 7, and of a Special Meeting of
<br />April 7, 2009 and was adopted by the following vote:

<br />(a) Public hearing to consider the Annual Operating Budget for
<br />FY2009-2010.
<br />
<br />1. Milton Banks, 17 Hobson Street, spoke in opposition to the proposed lack of funding
<br />for the Endependence Center.
<br />
<br />2. Tracey Farris, 3675 Gateway Drive, I-D, spoke in opposition to the proposed lack of
<br />funding for the Endependence Center.
<br />
<br />3. Shelton Stevenson, 1037 Bismark Crescent, spoke in opposition to the proposed
<br />lack of funding for the Endependence Center.
<br />
<br />4. Steven Johnson, 3709 Forrester Lane, spoke in opposition to the proposed lack of
<br />funding for the Endependence Center.
<br />
<br />5. Billy Moon, 3912 Anchor Avenue, spoke in opposition to the proposed tax increase.
<br />
<br />6. Lincoln Barrett, 3837 Long Point Boulevard, spoke in opposition to the proposed tax
<br />Increase.

<br />7. John Bender, 3606 Lilac Drive, spoke in opposition to proposed tax increase.

<br />8. Steve Simons, 801 Mimosa Road, spoke in opposition to the proposed tax increase.

<br />9. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to the proposed operating
<br />budget.
<br />
<br />10. James Mayo, 4424 Seagrove Road, spoke in opposition to the proposed operating
<br />budget.
<br />
<br />11. Pat Simons, 801 Mimosa Road, spoke in opposition to the proposed operating
<br />budget.
<br />
<br />12. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, gave an explanation of how the
<br />proposed tax increase would affect citizens within the City.
<br />
<br />(b) Public hearing on recommended 2010-2014 Capital
<br />Improvement Program.
