<br />March 24. 2009 <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />REQUIRED APPLICATIONS AND ANY OTHER NECESSARY DOCUMENTS FOR <br />ECONOMIC STIMULUS FUNDING FROM THE VIRGINIA DEPARTMENT OF <br />HEALTH, DRINKING WATER STATE REVOLVING FUND TO BE USED FOR THE <br />REPLACEMENT OF AGED WATER MAIN INFRASTRUCTURE. <br /> <br />WHEREAS, the City of Portsmouth has identified a source for partial funding for <br />the replacement of aged waterlines in its various projects; <br /> <br />WHEREAS, the Virginia Department of Health-Office of Drinking Water provides <br />loans and grants through the Drinking Water State Revolving Fund; <br /> <br />WHEREAS, the Drinking Water State Revolving Fund is the mechanism for <br />distributing certain funds from the American Recovery and Reinvestment Act of 2009; <br /> <br />WHEREAS, the City of Portsmouth has reviewed project planning material and <br />found that the pre-requirements have been met for submitting a funding application; <br /> <br />THEREFORE, BE IT RESOLVED, the City of Portsmouth City Council hereby <br />agrees to seek funding from the Office of Drinking Water for the following projects: <br /> <br />Prentis Park Waterline Replacement Projects $10,000,000 <br /> <br />Lake Kilby Water Treatment Facility Raw Water Pumping Facility $ 9,500,000 <br /> <br />Downtown Master Utility Plan Phase 1 Waterline Replacement $ 2,000.000 <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City Manager immediately <br />direct staff to prepare funding applications for these projects and be authorized to sign <br />any and all documents required to accept such funding contingent upon review and <br />concurrence with the terms of the funding arrangement." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 167 - Adoption of a resolution requesting that the Virginia Department of <br />Transportation convey to the City that portion of the Re-Routed Coast Guard <br />Boulevard built on property of the Commonwealth of Virginia Department of <br />Transportation. Vision Principle: Life Long Learning Community. <br /> <br />Background: <br />. The Virginia Department of Transportation (VDOT) has re routed and constructed <br />a portion of Coast Guard Boulevard in order to provide appropriate access to the <br />recently constructed APM terminal. A portion of the re routed Coast Guard Boulevard is <br />built on property of the Commonwealth of Virginia! VDOT. Now that APM has been <br />completed, and all necessary roads to serve it have been completed, the City is to take <br />title to Coast Guard Boulevard. <br /> <br />Discussion: <br />. Pursuant to law, it is incumbent upon City that it request CommonwealthNDOT <br />to transfer the portion of Coast Guard Boulevard owned by them to City. <br /> <br />Financial Impact: <br />. This road was built with state funds, and no monies will be required from City in <br />this acquisition. <br />. Subsequent to acquisition, the re routed Coast Guard Boulevard will be <br />maintained by City. <br />
