November 13, 1990 <br /> <br /> (f) CP-90-3 COMPREHENSIVE PLAN AMENDMENT - DOWNTOWN · <br /> NEIGHBORHOO9 - A proposal to adopt a <br /> policy discouraging the establishment of <br /> new ~ax exempt~ land uses within the_ <br /> boundaries of the~Downtown~Enterprise <br /> <br /> Motion of Mr. Hawks, and seconded-by Mr. King, CP-90-3, <br />was approved on first reading, and was approved by unanimous <br />vote. <br /> <br /> -~UNFINISHED BUSINESS:- <br /> <br /> 90-431 - Motion of Mr. Epperson, and seconded by Mr. <br />Hawks, the following ordinance approved on first reading at <br />Regular Meeting of October 23, 1990, was adopted on final <br />reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO ~APPROPRIATE $i42,842 FROM THE <br /> CAPITAL IMPROVEMENT FUND FOR THE CONVERSION OF <br /> SOUTH STREET TO UNDERGROUND ELECTRIC SERVICE." <br /> <br />the <br /> <br />AyeS: Clemons, Corprew, Epperson, King, Hawks, <br />Nays:None <br /> <br />Lucas, Webb <br /> <br /> - REPORTS FROM THE CITY MANAGER - <br /> <br /> 90-452 - Letter from the City Manager recommending <br />adoption of an ordinance to amend Chapter 22 of the Code of the <br />City of Portsmouth, Virginia, 1988, by amending Section <br />22-395(c) thereof, pertaining to reckless driving. <br /> <br /> "As a part of the City Attorney's continuing review of the <br />city ordinances, section 22-395(c) of the City Code needs to be <br />amended i:n. order to make it consistent with State Code <br />provisions. The change will make discretionary, rather than <br />mandatory, the suspension of a driver's license by a court for <br />a period of not less than 60 days nor more than 6 months, for <br />certain speeding Violations constituting reckless driving under <br />the City Code. ~ ' ~ <br /> <br /> The.police department supports this amendment, and I <br />eoncur With the requested revision and request your adoption." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. King, the <br />following ordinance, was adopted, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY <br /> OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTION <br /> 22-395(C) THEREOF, PERTAINING TO RECKLESS DRIVING." <br /> <br /> Ayes: Clemons, Corprew, Epperson, King, Hawks, LucaS, Webb <br /> Nays: None <br /> <br /> 90-453 - Letter from the City Manager recommending <br />adoption of an ordinance to amend Chapter 22 of the Code of the <br />City of Portsmouth, Virginia, 1988, by amending Section 22-601 <br />thereof, pertaining to parking meters zones. <br /> <br /> <br />
