November 27, 1990 <br /> <br />When uses for vacant land are being considered,~ the <br />following criteria will be applied: <br /> <br /> The new use should be compatible With surrounding <br /> properties, neighborhoods, and the natural <br /> environment and should not be detrimental to <br /> Portsmouth's image and quality of life. <br /> <br /> The economic benefit of the project to the City of <br /> Portsmouth should~exceed the cost of public capital <br /> improvements and services required by the project. <br /> <br />- Within the constraints~identified above; the highest <br /> priority will be given to uses Which have the <br /> greatest ~Positi~e net economic benefit to <br /> Port~smouth," <br /> <br />Ayes: Clemons, <br />Nays: None <br /> <br />Corprew;~ Eppe~son, Kin9, Hawks, <br /> <br />Lucas, Webb <br /> <br />OTHER ITEMS UNDER UNFINISHED BUSINESS <br /> <br />90-450 (a) <br /> <br /> Motion of Mr. Clemo~s and seconded by Mrs. Lucas, the <br />following ordinance, approved on first reading at the Regular <br />Meeting of November 13, 1990~ was adopted on final reading, and <br />by the following vote: <br /> <br />"ZONING ANENDMENT ORDINANCE Z-90-11" <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Lucas, Webb <br />Nays: None <br />Abstained: Hawks <br /> <br /> Mr. Hawks abstaihed from voting on this item because~he <br />had previously served as Counsel for ESG Enterprises. <br /> <br />90-450 (b) <br /> <br /> Motion of Mr. King and seconded by Mr. Epperson, the <br />following resolution, approved on first reading at the Regular <br />Meeting of November 13, 1990, was adopted on final reading, and <br />by the following Vote: <br /> <br /> "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING <br />PROJECT PURSUANT TO SECTION 40-55 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, AS AMENDED, SAID PROJECT CONSISTING <br />OF THIRTY-EIGHT CONDOMINIUM UNITS AND DESIGNATED AS GHP-90-2. <br /> <br /> WHEREAS, Garcia-Gelardi Development Corporation has made <br />application pursuant to Section 40-55 of the Code of the City of <br />Portsmouth, Virginia, 1988, as amended~ for the granting and <br />approval of a group housing project, designated as GHP-90-2, and <br />consisting of thirty-eight (38) condominium units within eight <br />(8) two-story buildings on portions of the River Pointe <br />Subdivision, said property being on the north side of River <br />Pointe Drive, more particularly described as follows: <br /> <br /> <br />
