432 <br /> <br />November 27, 1998 <br /> <br />90-429 NON AGENDA SPEAKERS: <br /> <br /> (a) Bill Watson, 200 Gee Street, representing the <br />Highland-Biltmore Civic League requested information on whether <br />the CIP pro3ects for the Highland-Biltmore area would still be <br />implemented or if they would be reduced or deleted as reported <br />by the newspaper in order to fund jail renovations. Mr. Orton <br />advised Mr. Watson that staff had not reported back to him or to <br />Council with any recommendations yet. <br /> <br /> (b) Richard K. Fitzpatrick, 403 Summers Place, <br />representing the Highland-Biltmore Civic League requested <br />information on whether drainage problems in the Highland- <br />Biltmore area would be addressed or cut from the CIP. <br /> <br /> (c) Bill Watson, 200 Gee Street, representing the <br />Highland-Biltmore Civic League, asked that senior citizens and <br />handicapped person be given priority for business loans. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />CONSENT AGENDA <br /> <br /> Mayor Webb requested that item 90-450 (c) <br />the consent agenda to allow for a speaker, and <br />removed. <br /> <br /> be removed from <br />the item was thus <br /> <br /> LaVern Abernathy Theus, 217 Median Circle, representing <br />self, spoke and thanked Council for their previous support of <br />her use permit application and asked for their additional <br />support in passing the permit on final reading. <br /> <br />90-450 <br /> <br /> (c) Motion of Mr. Clemons and seconded by Mr. King, the <br />following resolution, approved at the Regular Meeting of <br />November 13, 1990, was adopted on final reading and by the <br />following vote: <br /> <br /> "A RESOLUTION GRANTING A USE PERMIT TO LAVERN A. THEUS TO <br />OPERATE A CHILD DAY-CARE CENTER AT 217 MEDIAN CIRCLE. <br /> <br /> WHEREAS, LaVern A. Theus has made application pursuant to <br />Section 40-75(b) of the Code of the City of Portsmouth, <br />Virginia, 1988, as amended, granting a use permit tQ~operate a <br />child day-care center at 217 Median Circle; and <br /> <br /> WHEREAS, the applicant and~the~Planning~Director have done <br />all things required to be done in connection with said <br />application; and <br /> <br /> WHEREAS, the Planning Commission has irecommended- the~' <br />granting of said use permit, with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br />That the use for which the use permit hereinafter <br />described is sought: <br /> <br />(a) <br /> <br /> will not adversely affect the health and safety <br />'of persons residing or working in the <br /> neighborhood of the proposed use; <br /> <br /> <br />
