March 10. 2009 Discussion: . The street maintenance funds received from VDOT are based on the number of "lane miles" of improved street within the city as detailed by VDOT's Local Assistance Division Urban Maintenance Inventory for the City of Portsmouth. As new streets are added through development or streets are closed, amendments to the inventory should be submitted annually to VDOT using VDOT Form U-1. . The VDOT Urban Construction and Maintenance Program requires a City Council resolution to submit the attached Form U-1 detailing changes to the inventory. . The adjustments to the inventory itemized in the attached Form U-1 are the result of a general citywide review of our street system and includes 20.22 lane miles of additions and 20.17 lane miles of deletions to bring our inventory in line with the present street system. Financial Impact: . Negligible. Additions exceed deletions by 0.05 lane miles and will result in no appreciable change to the city's annual street maintenance payments from VDOT. Recommended Action: . Approval of this resolution to submit the attached Form U-1 to the Virginia Department of Transportation Vision Principle: Thriving Neighborhoods and a Sense of Community. Next Steps: . Forward the attached Form U-1 to VDOT for final approval. Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO APPROVE CERTAIN ADDITIONS, DELETIONS AND CHANGES IN FUNCTIONAL CLASSIFICATION OF STREETS IN THE CITY OF PORTSMOUTH FOR THE PURPOSE OF CALCULATING STATE MAINTENANCE PAYMENTS. WHEREAS, the regulations of the Virginia Department of Transportation adopted pursuant to Section 33.1-41.1 of the Code of Virginia, 1950, require that the City submit a request for mileage additions, deletions and changes in functional classification of streets which have occurred during the fiscal year for the purpose of calculating State maintenance payments; and WHEREAS, the changes in mileage described in Exhibit A, attached hereto and made a part hereof, have occurred in the City of Portsmouth.
