<br />March 10. 2009 <br /> <br />Background: <br />. The Hampton Roads Criminal Justice Training Academy (HRCJTA) provides <br />basic Law Enforcement Training and In-Service training for Portsmouth Police Officers <br />as required by the State Department of Criminal Justice Service (DCJS). The amount <br />paid to (HRCJTA) annually for this service is $52,920. By agreement between the <br />Portsmouth Police Department and the Hampton Roads Criminal Justice Training <br />Academy (HRCJTA), the department has one (1) sworn police officer assigned to the <br />Academy's training staff. In return, the Academy provides the Portsmouth Police <br />Department $25,000 annually to be utilized to pay for additional training for Police <br />Department personnel. <br /> <br />Discussion: <br />. Historically (HRCJTA) has managed and processed the expenditure of these <br />training funds in conjunction with its financial agent the City of Hampton on behalf of the <br />Portsmouth Police Department. In FY 09 the Academy requested that the $25,000 <br />training funds be paid directly to the City of Portsmouth Police Department to more <br />efficiently manage these financial resources. <br />. Upon the City receipt of the $25,000 training revenue from (HRCJTA), City <br />Council action is requested to utilize these funds to increase the Police Department's <br />Training budget appropriation $25,000. <br /> <br />Financial Impact: <br />. Zero impact to the General Fund. No local share required from the General <br />Fund. The $25,000 revenue to be received annually from (HRCJTA) will be off set by <br />training appropriation expenditures. <br /> <br />Staff Recommends: <br />. Adoption of an Ordinance to allocate a refund from the Hampton Roads Criminal <br />Justice Training Academy to the Police Department training budget in the amount of <br />$25,000. The Chief of Police or his designee will provide budget management and <br />oversight. <br /> <br />Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $25,000 IN THE FY 2008-2009 GENERAL FUND <br />OPERATING BUDGET IN FUNDS RECEIVED FOR THE TRAINING OF <br />PORTSMOUTH POLICE OFFICERS PURSUANT TO AN AGREEMENT BETWEEN <br />THE PORTSMOUTH POLICE DEPARTMENT AND THE HAMPTON ROADS <br />CRIMINAL JUSTICE TRAINING ACADEMY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 141 - Adoption of a resolution requesting the Virginia Department of <br />Transportation to approve certain additions, deletions and changes in functional <br />classification of streets in the City of Portsmouth for the purpose of calculating state <br />maintenance payments. The Virginia Department of Transportation (VDOT) maintains an inventory of city <br />streets that is used to calculate VDOT's annual street maintenance payments to the <br />city. <br />
