<br />March 10. 2009 <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that HP-09-02 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(c) CA-09-01 <br /> <br />CITY WIDE - The City of Portsmouth seeks to amend Chapter 40 of <br />the City Code (Zoning Ordinance) pertaining to Banners. Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />1. Larry Preddy, 361 Court Street, voiced his frustrations with regards to using banners <br />to advertise at his car dealership. <br /> <br />2. Joe Wright, 1451 Welcome Road, wanted to know the procedures for signs that are <br />used to announce upcoming civic league meeting. <br /> <br />3. Clyde Toler, 1029 Blair Street, asked that the issue of banners be left alone <br />allowing businesses that want to hang banners the opportunity to do so. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to defer consideration of <br />Item CA-09-01 to the May 26, 2009 City Council meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 138 - Adoption of an ordinance accepting a grant in the amount of $187,650 from <br />the Library of Virginia and appropriating said amount in the FY 2008-2009 Grants Fund <br />for the reformatting of a portion of the Circuit Court's deed books to digital images. <br />Vision Principle: Pride of Past, Promise of Future. <br /> <br />Background: <br />. The Clerk of Circuit Court has requested and received a grant from the Library of <br />Virginia for the purpose of reformatting paper to digital images. These funds are to be <br />utilized for reformatting duel polarity Photostat deed books to totally positive digital <br />images. This will increase the number of land records available via secure remote <br />access. Also, 16mm microfilm will be created from these images and provided for off- <br />site archiving at the Library of Virginia. <br />. The total available funds from the Library of Virginia are $187,650. <br />. The Clerk of Circuit Court has requested $187,650 to be disbursed to the City of <br />Portsmouth for purchasing services relating to this project. <br /> <br />Discussion: <br />. This grant will provide funding to digitally image negative Photostat deed books. <br />This includes the following ranges 1960-1969, Books 337-545; 209 volumes and 1933- <br />1959, and Books 11 OA-336; 208 volumes. It will also provide funding to increase the <br />range of years for land records available via the Records Management System and <br />Secure Remote Access. <br /> <br />Financial Impact: <br />. No City cash match is required. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate $187,650 in grant funds from the Library <br />of Virginia for use by the Clerk of Circuit Court for reformatting paper to digital images. <br />No City cash match is required.
