448 <br /> <br />December 11, 1990 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City of Portsmouth is <br />sincerely grateful to Mr~ Maury Wise Cooke and Mr. Robert <br />Malcolm Fortson, III for their assistance in the "City of the <br />Future Initiative" and that a copy of the resolution be spread <br />upon the minutes of this Council, and that a copy be~presented <br />to these gentlemen in~recognitionof the gratitude.of the City <br />of Portsmouth and its citizens. <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: None <br /> <br /> 90-481 - Presentation: <br /> Mayor Webb presented the aboVe resolution to Maury Cooke <br />and Malcolm Fortson, for their efforts in the development of <br />the "City of The Future Initiative". <br /> <br />90-482 Non-Agenda Speakers: <br /> <br />No Speakers. <br /> <br /> 90-483 - Public Hearing to consider adoption of a <br />resolution authorizing the issuance of General Obligation <br />Public Improvement Bonds of the City of Portsmouth, Virginia in <br />the amount of $35,000,G00 for the purpose of providing funds <br />~or the cost of capital improvement projects of the City. <br /> <br /> Roy W. Cherry, Deputy City Manager gave a presentation <br />on the cost analysis for the purchase of municipal facilities. <br /> <br />No speakers. <br />No action taken. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />Consent Agenda <br /> <br /> Motion of Mr. Hawks and seconded by Mr. King, the <br />following items approved on first reading at the Regular <br />Meeting of November 27, 1990, were adopted on final reading, <br />and by the following vote: <br /> <br />90-470 <br /> <br />"AN ORDINANCE TO APPROPRIATE $30,000.00 FROM THE <br />PUBLIC UTILITY CAPITAL IMPROVEMENT FUND TO REPLACE <br />920 FEET OF GRAVITY SEWER MAIN ON NELSON STREET, <br />PORTSMOUTH, VIRGINIA." <br /> <br />90-471 <br /> <br />A. "ORDINANCE TO APPROPRIATE $1,842,000.00 FROM <br /> THE COMMUNITY DEVELOPMENT FUND FOR THE 1991 <br /> COMMUNITY DEVELOPMENT PROGRAM." <br /> <br />"ORDINANCE TO APPROPRIATE $250,000.00 FROM THE <br />CAPITAL IMPROVEMENT FUND FOR THE ACQUISITION CF <br />PROPERTY BY THE PORTSMOUTH REDEVELOPMENT AND <br />HOUSING AUTHORITY." <br /> <br />Ayes: Clemons, Corprew, Epperson, Hawks, King, Lucas, Webb <br />Nays: None <br /> <br />REPORTS FROM THE CITY MANAGER - <br /> <br /> 90-485 - Letter from the City Manager recommending <br />adoption of an ordinance to appropriate $540,000 from the <br />Capital Improvement Fund and $160,000 from the Public Utility <br />Capital Improvement Fund for street and utility improvements <br />for Phase I of the Brighton/South Portsmouth drainage and <br />street improvement pro3ect, and award of the contract to <br />Utility Builders, Inc. <br /> <br /> <br />
