<br /> A~ a regular meeting of the City Council held on Tuesday,
<br />Dece bet 11, 1990, there were present:
<br />
<br /> Mayor ~loria O. Webb, Vice Mayor ~. G. Corprew, Jr.,
<br /> Johnny M. Clemens, John H. Epperson, James C. Hawks,
<br /> Lee E. King, L. Louise Lucas, V. Wayne Orton, City
<br /> Manager, Stuart E. Katz, City Attorney.

<br /> Larry Hailes, 7th grade student from Harry Hunt Jr. High
<br />School, opened the meeting with a prayer, followed by the Pledge
<br />of Allegiance to the Flag, led by Chris Gray, 7th grade
<br />student from Harry Hunt, Jr. High School.
<br />
<br /> Mayor Webb welcomed all visitors in attendance.
<br /> Motion of Mr. Epperson, and seconded by Mr. ~awks, the
<br />mlnu~es of a Special Meeting of November 20, 1990, and minutes of
<br />a Called Meeting of November 27, 1990, and a Regular Meeting
<br />of November 27, 1990, 5o be approved as received; and was
<br />adopted by unanimous vote.

<br />90-480 Motion of Mr. Hawks and seconded by Mr. King, the
<br />following resolution was adopted on first and final reading, and
<br /> ~e following vote:
<br />
<br />"A RESOLUTION EXPRESSING THE GRATITUDE OF PORTSMOUT~ TO MAURY
<br />WISE COOKE AND ROBERT MALCOLM FORTSON, III, FOR THEIR EFFORTS
<br /> ND PERSISTENCE IN THE DEVELOPMENT OF THE CITY OF THE FUTURE
<br />INITIATIVE."
<br />
<br /> ZAS, Maury Wise Cooke and Robert Malcolm Fortson, III,
<br /> to the Portsmouth City Council an innovative and lofty
<br />goal to develop a vision for the City's future and offered as a
<br />suggestion the adaptation of W. Edward Deming's Quality Management
<br />Techniques; and
<br />
<br />Mr. For~son as a summit team, and then with the stakeholders from
<br />wnic~ e~olved Summit I on July 24-26, 1990, and Summit II on
<br />Septemb~ 18-20, 1990. From these meetings statements of mission
<br />and 9isi~n were formulated. In furtherance of these efforts the
<br />City C0~qcil made a commitment to take the City of the Future
<br />InitiatiVe to the citizens of Portsmouth through co~unity
<br />meeting ~; and ~
<br />
<br /> WHEREAS, Mr. Cooke and Mr. Fortson have generously
<br />volunteered their time to the City of Portsmoutn for the oeneflt
<br />of the ~lty and its citizens and their involvement reflects a true
<br />splr~t of selflessness and community pride, and .
<br /> WH ~AS, the assistance given by these gentlemen nas already
<br />borne f it for our City, including a city government
<br />infrast :ture to carry the initiative forward, and the infusion
<br />of egth [asm in the stakeholders who all recognize that the City
<br />of the zure Initiative is the first step in a very vigorous
<br />jourgey the beginning of a new spirit, a new awareness, a new
<br />commitmen and s new level of activity in which the City as a
<br />whol~ has a voice in the direction of the future of Portsmouth,
<br />Virg.nis.
