<br />February 24. 2009 <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING A LETTER TO THE VIRGINIA RESOURCES <br />AUTHORITY, CONCERNING REFINANCING OF DEBT OF THE SOUTHEASTERN <br />PUBLIC SERVICE AUTHORITY. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />Mayor, acting for and on behalf of the City, is hereby authorized to send a letter <br />substantially the same as the one attached hereto, dealing with refinancing of debt of <br />the Southeastern Public Service Authority, to the Virginia Resources Authority. <br /> <br />BE IT FURTHER RESOLVED that this resolution shall be effective immediately <br />upon its adoption." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />09 - 120 - Boards and Commissions <br /> <br />Ms. Psimas offered the following nomination: <br /> <br />SOUTHEASTERN PUBLIC SERVICE AUTHORITY <br /> <br />G. Timothy Oksman to be appointed to fill a term ending December 31,2011, replacing <br />Kenneth L. Chandler. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to close nominations, <br />and the above nominations were adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 121 - Items Submitted by Council Members <br /> <br />'" Ms. Psimas informed City Council and citizens of the many events that will be <br />happening Friday, February 27, 2009 to celebrate the 25ih birthday of the City of <br />Portsmouth. <br /> <br />09 - 122 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />09 - 123 - Non-Agenda Speakers <br /> <br />1. Steve Simons, 801 Mimosa Road, voiced his concern with current real estate <br />assessments. <br /> <br />2. Pat Simons, 801 Mimosa, voiced her concern with the current real estate <br />assessments. <br /> <br />3. Bruce LaLonde, 168 Yorkshire Road, voiced his concern with what he believes is a <br />flaw in the way real estate is assessed in the City. <br /> <br />4. Randi Strutton, 4704 River Shore Road, provided City Council with an update on <br />Hoffler Creek. <br /> <br />5. Carroll Moon, 4 Croaton Trail, asked that no one be exempt from participating in <br />the furlough. <br />
