Motion by Mr. Smith, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE AMENDING THE FY 2008-2009 CLASSIFICATION AND PAY PLAN TO AUTHORIZE THE FURLOUGHING OF GENERAL AND UNCLASSIFIED EMPLOYEES." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst Nays: Holley 09 - 91 - Adoption of an ordinance amending the FY 2008-2009 Classification and Pay Plan to eliminate the 3% salary increase granted to General and Unclassified Employees on July 1, 2008. Motion by Mr. Moody, and seconded by Ms. Psi mas, to defer consideration of Item 09-91 to the February 24, 2009 City Council Meeting, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst Nays: Holley 09 - 92 - Adoption of a resolution authorizing the City Manager to execute a deed of easement to Columbia Gas for a gas line to serve the YMCA across property of the City being developed for the Churchland Branch Library. Vision Principle: Thriving Neighborhoods and a Sense of Community. Background: . Columbia Gas of Virginia, Inc. has requested an easement for placement of a gas pipeline to be located across property owned by the City at the new Church land Library site to the adjacent property owned by the Young Men's Christian Association. . Upon review by the Engineering Department it has been determined that most of the easement runs over pavement for the access driveway to the YMCA. The edge of the easement itself comes no closer than about 60 feet to the library building. Financial Impact: None Staff Recommends: . Adoption of a resolution approving the placement of the above easement by Columbia Gas of Virginia, Inc. Vision Principle: Thriving Neighborhoods and a Sense of Community. Next Steps following City Council Action: . Upon adoption the resolution the City Manager is authorized to execute the Deed of Easement allowing Columbia Gas of Virginia, Inc. to place the gas pipeline as requested.
