<br />February 10. 2009 <br /> <br />Staff Recommends: <br />. Adoption of this ordinance. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The City Manager will execute appropriate bond documents. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA <br />AUTHORIZING THE ISSUANCE AND SALE OF NOT TO EXCEED $45,000,000.00 <br />AGGREGATE PRINCIPAL AMOUNT OF GENERAL OBLIGATION REFUNDING <br />BONDS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 90 - Adoption of an ordinance amending the FY 2008-2009 classification and pay <br />plan to authorize the furloughing of General and Unclassified Employees. Vision <br />Principle: Bold New Directions. <br /> <br />Background: <br />. There is a projected revenue shortfall in FY09 of approximately $8.2 million as of <br />January 2009. The City has taken certain measures to curtail expenditures during FY09 <br />but finds additional measures are necessary to close the budget gap. <br /> <br />Discussion: <br />. The current uncertain and unprecedented economic decline felt globally and <br />locally have led the City to having to make difficult decisions. In order to end the fiscal <br />year with a balanced budget with the least possible impact to the remaining <br />undesignated unreserved fund balance, it is necessary to furlough the City's workforce <br />for up to five days during FY09. <br />. Sworn public safety personnel, E911 employees, and EMS paramedics are <br />exempt from furlough. <br /> <br />Financial Impact: <br />. The financial impact of the furlough program is estimated to be a cost savings of <br />$550,000. <br /> <br />Staff Recommends: <br />. The City Manager will carry out the provisions of this ordinance. <br /> <br />1. Kathy Hall, 320 Quebec Street, asked that no one be exempt from participating in <br />the furlough. <br /> <br />2. Jeannette Cooper, 9621 Chesapeake Boulevard, Norfolk, spoke in opposition to <br />this item. <br /> <br />3. Carroll Moon, 4 Croaten Trail, asked that no one be exempt from participating in <br />the furlough. <br /> <br />4. Wendy Donahue, 3811 E. Falling River Reach, spoke in opposition to this item. <br /> <br />5. Mary Hutchins, 516 Maryland Avenue, asked that no one be exempt from <br />participating in the furlough. <br />
