<br />February 10. 2009 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 10, 2009, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Dr. Ector Hamrick opened the meeting with prayer, which was followed the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting of January 24, 2009, of a Called Meeting of January 27, 2009, of a <br />Regular Meeting of January 27,2009, and of a Called Meeting of January 29,2009, and <br />was adopted, with the noted correction by Councilman Smith, by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 85 - Presentation: <br /> <br />. Presentation of 2008 Office Accreditation Plaque to the City Treasurer's Office. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to add an item to the <br />agenda, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody and seconded by Mr. Whitehurst, that the salaries for each <br />City Council member including the Mayor and Vice Mayor be reduced by the amount of <br />one pay check. Staff is directed to implement this motion by simply not issuing the next <br />pay check, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />09 - 86 - Public hearing on use permit, housing use permit and street closure <br />applications: <br /> <br />(a) UP-08-19 <br /> <br />DOWNTOWN - Joe Haskell requests to modify an existing use <br />permit for an entertainment establishment at 612 Court Street. The <br />Comprehensive Plan's Generalized Future Land Use Map <br />recommends Mixed Use Downtown Development. Vision Principle: <br />A Robust and Prospering Economy. <br /> <br />1. Raeford Eure, 901 PortCentre Parkway, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-08-19 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />
