January 27.2009 09 - 60 - Adoption of an ordinance accepting a grant in the amount of $32,000 from the Virginia Department of Emergency Management and appropriating said amount in the FY 2008-2009 Grants Fund for use by the Department of Fire, Rescue, and Emergency Services for the 2007 Citizen Corps Program. Vision Principle: Thriving Neighborhoods and a Sense of Community. Background: . The Virginia Department of Emergency Management has awarded the City of Portsmouth $32,000 in for the 2007 Citizen Corps Program (CCP). . The Citizen Corps Program recently joined the Federal Emergency Management Agency (FEMA) as part of the National Preparedness Directorate. The mission of the Citizen Corps is to bring "community and government leaders together to involve community members in all-hazards emergency preparedness, planning, mitigation, response and recovery." . The CCP supports opportunities for individuals to volunteer to help their communities prepare for and respond to emergencies by bringing together local leaders, citizen volunteers, and the network of first responder organizations such as fire, police and other emergency personnel. The goal is to have all citizens participate in making their homes and communities safer, stronger, and better prepared for preventing and responding to threats of terrorism, crime, and man made and natural disasters. . The Citizen Corps Program is coordinated through Portsmouth's Local Emergency Planning Committee/Citizens Corps Council and includes the following programs: Community Emergency Response Team (CERT), Neighborhood Watch, Medical Reserve Corps (MRC - citizen volunteers with medical licensing), and the Portsmouth Amateur Radio Emergency Services (PARES). Discussion: . These grant funds will be used to acquire additional supplies and equipment and to provide training to ensure the future of the CERT, Neighborhood Watch, MRC, and PARES programs. . All expenditures must qualify under the grant conditions. Financial Impact: . These grant funds require no local cash match. Staff Recommends: . Adoption of a proposed ordinance. Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $32,000 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2008-2009 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE, AND EMERGENCY SERVICES FOR THE 2007 CITIZEN CORPS PROGRAM."
