February 12, 1991 Motion of Mr. Hawks and seconded by Mrs. Lucas, the following ordinance was adopted on first and final reading, and bY t~e follOWing vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, AS AMENDED, BY AMENDING SECTIONS 17-21 (b)(3)~ 17-11~01~ and 23~1, THEREOF,PERTAINING TO DEFINITIONS." Ayes: Clemons, 'corprew,~ Epperson, King~i Hawks NaYs: None 91-58 Lette~ from the City Manager recommending adoption of an ordinance closing a portion of Water Street. "The City of Portsmouth has made application to close a portion of Water Street. The viewers previously appointed by Council Rave recommended approval of the application. The Planning Commission concurs in this recommendation. I also recommend adoption of the ordinance closing a portion of Water Street." Motion of Mr. King and seconded by Mrs. Lucas, the following ordinance was adopted and by the following vote: "AN ORDINANCE CLOSING A PORTION OF WATER STREET." Ayes: Clemons, Corprew, Nays: None Abstaining: Epperson King, Hawks, Lucas, Webb Mr. Epperson abstained due to City Attorney informing him he might have a conflict @~n~re~.th the item. 91-59 - Letter from the City Manager recommending adoption of a motion to purchase a Computer Aided Design and Drafting System, and award of the contract to the low bidder to IPC Technologies, Inc. "The Capital Improvement Plan includes funding for several major neighborhood improvement projects. Unlike many of the other cities in this area, the design of these projects is accomplished by the Engineering Department and time utilized by staff is charged to the Capital Improvement project. Presently all the plans are prepared manually through conventional drafting and design methods. As a result of technological advances in the computer field, the opportunity is now available to streamline these Engineering functions, changing the way they work. The cost-savings realized from the purchase of a Computer Aided Design and Drafting (CADD) System will more than pay for the total cost of such a system. The acquisition of this system will also allow for elimination of a recently vacated full time drafting position from the Engineering Department which would otherwise be required. This alone would nearly pay for the system in two years.
