February 12, 1991 <br /> <br /> Motion of Mr. Hawks and seconded by Mrs. Lucas, <br />the following ordinance was adopted on first and final reading, <br />and bY t~e follOWing vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA, 1988, AS AMENDED, BY AMENDING SECTIONS 17-21 <br /> (b)(3)~ 17-11~01~ and 23~1, THEREOF,PERTAINING TO <br /> DEFINITIONS." <br /> <br />Ayes: Clemons, 'corprew,~ Epperson, King~i Hawks <br />NaYs: None <br /> <br /> 91-58 Lette~ from the City Manager recommending adoption <br />of an ordinance closing a portion of Water Street. <br /> <br /> "The City of Portsmouth has made application to close a <br />portion of Water Street. <br /> <br /> The viewers previously appointed by Council Rave <br />recommended approval of the application. The Planning <br />Commission concurs in this recommendation. <br /> <br /> I also recommend adoption of the ordinance closing a <br />portion of Water Street." <br /> <br /> Motion of Mr. King and seconded by Mrs. Lucas, the <br />following ordinance was adopted and by the following vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF WATER STREET." <br /> <br />Ayes: Clemons, Corprew, <br />Nays: None <br />Abstaining: Epperson <br /> <br />King, Hawks, Lucas, Webb <br /> <br /> Mr. Epperson abstained due to City Attorney informing him <br />he might have a conflict @~n~re~.th the item. <br /> <br /> 91-59 - Letter from the City Manager recommending adoption <br />of a motion to purchase a Computer Aided Design and Drafting <br />System, and award of the contract to the low bidder to IPC <br />Technologies, Inc. <br /> <br /> "The Capital Improvement Plan includes funding for several <br />major neighborhood improvement projects. Unlike many of the <br />other cities in this area, the design of these projects is <br />accomplished by the Engineering Department and time utilized by <br />staff is charged to the Capital Improvement project. Presently <br />all the plans are prepared manually through conventional <br />drafting and design methods. <br /> <br /> As a result of technological advances in the computer <br />field, the opportunity is now available to streamline these <br />Engineering functions, changing the way they work. The <br />cost-savings realized from the purchase of a Computer Aided <br />Design and Drafting (CADD) System will more than pay for the <br />total cost of such a system. The acquisition of this system <br />will also allow for elimination of a recently vacated full time <br />drafting position from the Engineering Department which would <br />otherwise be required. This alone would nearly pay for the <br />system in two years. <br /> <br /> <br />
