Diane Griffin, 4100 Faigle Road, spoke in opposition to this item. <br /> <br />- Unfinished Business - <br /> <br />08 - 470 - Rezoning: <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance approved on first reading at the November 10, 2008 meeting, and was <br />adopted by the following vote: <br /> <br />08-470 (b): <br />"ZONING AMENDMENT ORDINANCE Z-08-07." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />08 - 497 - Adoption of an ordinance accepting a grant in the amount of $30,000 from the <br />Virginia Department of Emergency Management and appropriating the same amount in <br />the FY 2008-2009 Grants Fund for the Hazardous Materials Southside Tidewater Team. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Each year the Virginia Department of Emergency Management (VDEM) provides <br />the Portsmouth Department of Fire, Rescue and Emergency Services with funds for the <br />Hazardous Materials Southside Tidewater Team. The City of Portsmouth is the lead <br />agency for this regional team. <br />. When the Southside Regional Hazardous Materials Team was initially organized, <br />none of the other cities offered to be the lead team. Portsmouth volunteered and has <br />been the lead team since that time. <br />. The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br />. Portsmouth is required to have a minimum of seven people ready to respond to <br />an incident within the region at any given time. <br /> <br />Discussion: <br />. As the lead team in Southside Virginia, Portsmouth is more capable of serving <br />citizens, businesses and visitors in Portsmouth, as well as assists the region in the <br />event of a hazardous materials incident. <br /> <br />Financial Impact: <br />. No local cash match is required. <br />
