<br />November 25. 2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 25, 2008, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst, <br />Sr., City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. <br /> <br />Reverend Larry O'Brien opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to approve the minutes of a <br />Called Meeting of November 10, 2008, of a Regular Meeting of November 10, 2008, <br />and of a Called Meeting of November 19, 2008, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to change the order of <br />business to consider a motion to defer Items 08-373(b) of Unfinished Business and 08- <br />499 of the City Manager's Report, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 373 - Comprehensive plan: <br /> <br />(b) <br /> <br />Resolution granting the request of the City of Portsmouth, Virginia to <br />amend the Destination 2025 Comprehensive Plan concerning the potential <br />for public use of property generally bounded by Linden Avenue, Harrell <br />Street, Elm Ave, Scott's Creek and the Portsmouth Naval Hospital. The <br />proposed Comprehensive Plan Amendment recommends a change from <br />mixed residential development to preservationlopen space/park. The site <br />also includes an unimproved portion of Webster Avenue at its northern <br />terminus. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. (CP-08-01) (First Reading Vote 4-2) <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to defer consideration of <br />Item 08-373(b) to the December 9, 2008 City Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 499 - Adoption of a resolution authorizing a Long-Term Lease for the Railroad <br />Museum of Virginia. Vision Principle: Bold New Directions. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to defer consideration of <br />Item 08-499 to the December 9, 2008 City Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />08 - 496 <br /> <br />Public hearing on a resolution to authorize a sale and development <br />agreement for a new Circuit Court Courthouse. <br />
