April 23, 1991 <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />is cognizant of the conditions that are imposed by the <br />provisions of the Housing and Community Development Act of 1974, <br />as amended, including those prohibiting discrimination because <br />of race, age, color, religion, sex, familial status, handicap, <br />or national origin; and <br /> <br /> WHEREAS, in the judgment of the Council of the City of <br />Portsmouth, Virginia, it is in the interest of the City and its <br />inhabitants that said Amendment No. 2 is approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: r <br /> <br />1. That regarding Amendment No. 2, it is hereby found: <br /> <br /> (a) That the objectives of the Truxtun Conservation <br /> Pro~eet, Portsmouth, Virginia, can be better <br /> achieved by adoption of said Amendment No. 2; <br /> <br />(b) <br /> <br />That Amendment No. 2 to the Plan for the <br />project area meets the requirements of a plan <br />for a conservation project under Title 36 of <br />the Code of Virginia, 1950, as amended. <br /> <br /> 2. That Amendment No. 2 having been duly ~eviewed and <br />considered, is hereby approved and adopted, and that the City <br />Clerk is hereby directed to file a copy of said Amendment No. <br />with the minutes of this meeting." <br /> <br />Ayes: Clemons, Corprew, Eppersonr King, Hawks, Lucas, Webb <br />Nays: None <br /> <br /> 91-149 Letter from the City Manager recommending adoption <br />of a motion authorizing the City Manager to sign the City/State <br />agreement which will p~ovide for the completion of Phase IV of <br />the Western Freeway and its connection with 1-664. <br /> <br /> "In December, 1990, the Transportation Board of the <br />Virginia Department of Transportation passed a resolution which <br />finalized an agreement between the City and State for the <br />completion of the Western Freeway and its connection to the <br />Midtown Tunnel. This agreement provided for construction of the <br />final phase of the Western Freeway as well as temporary' <br />improvements in the Port Norfolk area. These improvements would <br />be funded from Portsmouth's Urban Fund allocation from the <br />State, but the 2% local-match would not be required. The <br />agreement also addressed alternative funding of the Midtown <br />Tunnel Connector. <br /> <br /> The State recently received bids for the last phase of the <br />Western Freeway to complete its connection to 1-664 and is ready <br />to award the $7.3 million contract upon our execution of the <br />attached City/State agreement. However, this must be approved <br />by the City of Portsmouth in order for the State to utilize <br />Portsmouth's Urban Fund allocation for the project. The <br />Director of Public Works recommends execution of the City~State <br />agreement. <br /> <br /> I concur and therefore request Council's authorization to <br />sign the City/State agreement for completion of the last phase <br />of the Western Freeway." <br /> <br /> Motion of Mr. Clemons and seconded by Mr. King to <br />authorize the City Manager to sign the necessary agreement which <br />will provide for completion of Phase IV of the Western Freeway <br />and its connection with 1-664, and was adopted on first and' <br />final reading and by the following vote: <br /> <br /> <br />
