April 23, 1991 ~EREAS, it has been determined that the City will receive additional Community Development Block Grant Funds; and WHEREAS, it is now appropriate to revise the City's 1991 Community Development Program to include the aforementioned funds; and WHEREAS, the required public hearing has been held and the Council of the City of Portsmouth, Virginia has reviewed the Proposed 1991 Revised Community Development Program's Statement of Objectives, and the Use of Funds; and WHEREAS, it is necessary that this Council take official action regarding the 1991 Revised Community Development Program (Program) to comply with the regulations of the aforementioned Act; and ¥~EREAS, this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the Housing and Community Development Program; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to prevent employees from using their position for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and WHEREAS, this Council has found said 1991 Revised Community Development Program's Proposed Statement of Objectives and Use of Funds and Uniform Displacement Policy apDropriate to meet the needs of~the City and, therefore, acceptable. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the 1991 Revised Community Development Program's Proposed Statement of Objectives and Use of Funds, and Uniform Displacement Policy having been reviewed and considered, be and hereby are, approved in all respects and the City Manager is hereby authorized Go file the Final Statement of Objectives and Use of Funds and any additional information as may be required with the Department of Housing and Urban Development in order to obtain funding for the Program. BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and authorized representative of the City of Portsmouth and shall provide assurances as required of the locality by the Act for the approval of the Program." Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb Nays: None (c) Motion of Mr. Hawks and seconded by Mr. Epperson, the following resolution, amending the Crawford Urban Renewal~Plan by adopting Amendment No. 20, was adopted on first and final reading, and by the following vote: "A RESOLUTION APPROVING AMENDMENT NO. 20 TO THE CRAWFORD CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRAWFORD URBAN RENEWAL PROJECT. WHEREAS, the Council of the City of Portsmouth, Virginia, by resolution adopted August 1, 1967, approved a Ccnservation and Redevelopment Plan for the Crawford Urban Renewal Project, Portsmouth, Virginia (Plan); and
