DMHMRSAS is committed to providing funds and/or services that will increase <br />individuals' ability to reside in the community and/or increase their ability to be <br />discharged from institutions and into community placements. <br />. Without a guardian, some individuals with Mental Retardation are at risk of <br />institutionalization. Others, who are residing in institutions, may not be able to move into <br />the community until guardianship is obtained. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Staff Recommends: <br />. Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. The Director of DBHS will ensure funds are properly dispersed and are used to <br />fund $2,250 of the cost to obtain guardians for three individuals. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2008-2009 BEHAVIORAL <br />HEAL THCARE SERVICES FUND THE SUM OF $2,250 RECEIVED FROM THE <br />VIRGINIA DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION, AND <br />SUBSTANCE ABUSE SERVICES (DMHMRSAS) FUNDS TO PARTIALLY FUND THE <br />COST FOR OBTAINING GUARDIANS FOR THREE INDIVIDUALS DIAGNOSED AS <br />MENTALLY RETARDED." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 457 - Adoption of the following resolutions endorsing the City's 2009 General <br />Assembly and 2010 Federal Legislative packages. Vision Principles: Bold New <br />Directions, A Robust and Prospering Economy, World Class Maritime Center, Lifelong <br />Learning Community, Thriving Neighborhoods and a Sense of Community, and Pride of <br />Past Promise of Future. <br /> <br />a) Resolution endorsing the City's 2009 General Assembly package. <br />b) Resolution endorsing the City's 2010 Federal Legislative package. <br /> <br />Background: <br />. Council members were provided an opportunity to identify issues for inclusion in <br />the 2009 General Assembly Legislative Package and the 2010 Federal Legislative <br />Package. <br />. Respectively, a list of these suggestions was included with the draft sent to City <br />Council prior to the September 22, 2008 Portsmouth City Council and Portsmouth <br />General Assembly Workshop Meeting for the 2009 General Assembly Package; and <br />also prior to the October 6, 2008 Public Work Session for the 2010 Federal Legislative <br />Package. <br />. At the October 14, 2008 Council Work Session, the City Council was polled to <br />ascertain if there was majority consensus on any of the items suggested for inclusion in <br />the 2009 General Assembly Legislative Package. <br />. The aforementioned agreed upon draft will be presented at the October 28, 2008 <br />Public Work Session. <br />. The items in the 2010 Federal Legislative Package are resubmissions from the <br />2009 Federal Legislative Package which had prior approval by City Council. <br />. Portsmouth City Council is set to formally adopt the 2009 General Assembly <br />Legislative Package and the 2010 Federal Legislative Agenda at its subsequent <br />meeting on October 28,2008. <br />
