<br />October 28, 2008 <br /> <br />- City Manager's Report - <br /> <br />08 - 455 - Adoption of an ordinance amending the FY 2008-2009 Capital Improvement <br />Program and appropriating in the FY 2008-2009 Capital Projects Fund the sum of <br />$26,513.27 for a New Wilson High School Athletic Facilities Educational Capital Project. <br />Vision Principle: Lifelong Learning Community. <br /> <br />Background: <br />. The School Board of the City of Portsmouth, Virginia has identified the following <br />amount to be funded from the unspent operating balance of $35,351.02 from fiscal year <br />2007 -08 and that City Council will retain 25% of any such unspent operating fund <br />balance, and the School Board will retain 75% of such funds totaling $26,513.27. <br /> <br />Discussion: <br />. The School Board hereby requests the Portsmouth City Council to appropriate <br />the 75% allocation or $26,513.27 for improvements to Woodrow Wilson High School <br />Athletic Facilities. <br /> <br />Financial Impact: <br />. The source of the appropriated funds is a Capital Improvement Program transfer <br />from the General Fund. <br />. Estimated Revenues in the FY 2008-2009 Capital Projects Fund Budget will be <br />increased by $26,513.27. <br /> <br />Staff Recommends: <br />Adoption of ordinance. The Chief Financial Officer will ensure that the budget action required to increase <br />the total appropriations in the Capital Projects Fund by $26,513.27 is processed <br />immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AMENDING THE FY 2008-2009 CAPITAL IMPROVEMENT PROGRAM <br />AND APPROPRIATING IN THE FY 2008-2009 CAPITAL PROJECTS FUND THE SUM <br />OF $26,513.27 FOR A NEW WILSON HIGH SCHOOL ATHLETIC FACILITIES <br />EDUCATIONAL CAPITAL PROJECT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 456 - Adoption of an ordinance appropriating in the FY 2008-2009 Behavioral <br />Healthcare Services Fund the sum of $2,250 received from the Virginia Department of <br />Mental Health, Mental Retardation and Substance Abuse Services (DMHMRSAS) <br />Funds to partially fund the cost for obtaining guardians for three individuals diagnosed <br />as mentally retarded. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Department of Mental Health, Mental Retardation, and Substance Abuse <br />Services (DMHMRSAS) will pay up to $750 per individual to cover a portion of the cost <br />incurred to obtain guardianship. <br />
