<br />October 28, 2008 <br /> <br />08 - 458 - Adoption of a resolution revising the Rules of Order and Procedure for <br />Portsmouth City Council. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The month of August was previously designated as a vacation month for the City <br />Council. <br /> <br />Discussion: <br />. City Council's Rules of Order and Procedure need to be amended to reflect the <br />change pertaining to the month of August with the addition of the 2nd and 4th Tuesday <br />meetings. <br /> <br />Financial Impact: <br />. There is no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of the resolution. Vision Principle: Bold New Directions <br /> <br />Next Steps following City Council Action: <br />. Distribute amended Rules to City Council and the public, as needed. <br /> <br />. City Attorney Oksman brought to City Council's attention Section XX in the Rules of <br />Order and Procedure with regards to amending the rules. He informed City Council <br />that the rules could only be amended if there was a unanimous vote of the City <br />Council to waive or remove Section XX of the current Rules and Procedures. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to waive Section XX of the <br />Rules of Order and Procedure for Portsmouth City Council, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION ADOPTING REVISED RULES OF ORDER AND PROCEDURE FOR <br />PORTSMOUTH CITY COUNCIL. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that revised <br />Rules of Order and Procedure, as attached hereto, are hereby adopted. <br /> <br />BE IT FURTHER RESOLVED that this resolution shall be effective immediately <br />upon its adoption." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />08 - 459 - Boards and Commissions <br /> <br />Mr. Moody offered the following nominations: <br /> <br />ECONOMIC DEVELOPMENT/PPIC <br /> <br />James A. Harris, Sr. to be appointed to fill a four year term ending December 31, 2013, <br />replacing James Overton. <br />
