May ~1~4, 1991

"The 1990-91 Capital Improvement Program includes funds
for the construction of accessory buildings, the required water
service and materials necessary to return the Pokey Smokey
train to service.

Bids were received on April 30, 1991 for the train storage
building and water service installation. The bids received
were competitive and favorable with today's construction
market. (see Attachment 1). The total anticipated project
cost was calculated as follows:

Construction Contract
(Independence Construction Company of Virginia) $ 25,899.00
Contract Administration s 6,000.00
Engineering and Inspection $ 4,000.00
Additional Amenities (less than $10,000 each)
(See Attachment 2) $ 42,000.00
Contingencies $ 22,367.28

TOTAL ANTICIPATED PROJECT COST

$100,266.28

The Director of Public Works recommends that a contract be
awarded to the low bidder, Independence Construction Company of
Virginia, and that an appropriation of $50,500 be approved.
This amountt when combined with remaining previously
appropriated funds, totals the anticipated project cost.

I, therefore, concur and recommend award of the contract
and appropriation of the necessary funds to complete the
remaining work. With your approval of this item, the balance
in the Capital Improvements Fund will be $4,674,459."

Motion of Mr. Hawks and seccnded by Mrs. Lucas, the
following ordinance was approved on first reading, and by
unanimous vote:

"AN ORDINANCE TO APPROPRIATE $50,500.00 FROM THE CAPITAL
IMPROVEMENTS FUND FOR THE INSTALLATION OF A TRAIN STORAGE
BUILDING AND WATER SERVICE FOR THE "POKEY SMOKEY" AT
CITY PARK."

91-180 - Letter from the City Manager recommending
adoption of an ordinance appropriating $30,000 from the Capital
Improvements Fund for two new softball fields at S. H. Clarke
School and award of the centract to Ryan Construction Company.

"The 1990-91 Capital Improvement Program includes funding
for the construction of two softball fields at S. H. Clarke
School to be utilized by the Mount Hermon Little League.

Bids were received on April 10, 1991 for construction of
the two ballfields as outlined in Attachment 1. The bids
received were competitive and in line with today's construction
market. However, the funds identified in the Capital
Improvement Plan were not sufficient to complete the work
requested in the project scope. The City negotiated with the
low bidder, Ryan Construction Company, to ~liminate sufficient
work to complete the project with the available funds. The
total anticipated project cost was calculated as follows:

Construction Contract (Ryan Construction Company) $29,600.00
Administration $ 400.00

TOTAL ANTICIPkTED PROJECT COST $30,000.00
