Continued coordinated efforts by PRHA and the City to assure that the project <br />moves forward with full approval. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY THE PROCTOR <br />SQUARE PARKING LOT TO THE PORTSMOUTH REDEVELOPMENT AND <br />HOUSING AUTHORITY. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City <br />Manager be, and he hereby is authorized to convey to the Portsmouth Redevelopment <br />and Housing Authority the Proctor Square Parking Lot under such terms, conditions and <br />reservations and by such description as he deems to be appropriate and in the best <br />interest of the City of Portsmouth." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />08 - 417 - Boards and Commissions <br /> <br />'" Councilwoman Psimas informed citizens that the City Council had appointed Lloyd <br />Beazley to the Blue Ribbon Committee on retirement. <br /> <br />08 - 418 - Items Submitted by Council Members <br /> <br />'" Ms. Psi mas informed City Council and citizens of the Wounded Warriors Bicycle <br />Unity Tour scheduled for September 27-28, 2008. It is a 220 mile bike ride, from <br />Fort Eustis to Walter Reed Medical Center, honoring the many sacrifices of the men <br />and women in the military. <br /> <br />'" Ms. Randall thanked the citizens for their continued support of the Umoja Festival. <br /> <br />'" Mr. Moody asked for an update on the sound wall. <br /> <br />. City Manager Chandler informed City Council that he and staff would have a formal <br />presentation of the update on the sound wall at a public work session in October. <br /> <br />08 - 419 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />08 - 420 - Non-Agenda Speakers <br /> <br />1. John Bender, 3606 Lilac Drive, asked the City Council to look into whether or not <br />real estate taxes are paid by those living in subsidized housing. <br /> <br />2. Steve Carroll, 3112 Riveredge Drive, voiced his concern with the rapidly <br />deteriorating roads caused by increased truck traffic. <br /> <br />3. Laura Somers, 5 Irwin Street, asked that part of the funding budgeted for Cradock be <br />used to build a skate park. <br />
