<br />September 23. 2008 <br /> <br />Next Steps Following City Council Action: <br />. The adopted Resolution will be presented to the Elizabeth River Project. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION ENDORSING THE ELIZABETH RIVER PROJECT'S REVISED <br />WATERSHED ACTION PLAN FOR RESTORATION AND CONSERVATION OF THE <br />ELIZABETH RIVER. <br /> <br />WHEREAS, the Elizabeth River Project is a nonprofit organization dedicated to <br />restoration and conservation of the Elizabeth River to the highest practical level of <br />environmental quality through comprehensive studies, development of action plans, and <br />implementation of solutions; and <br /> <br />WHEREAS, the Elizabeth River Project has updated and revised its Watershed <br />Action Plan for a third time through a consensus-building and participatory process <br />involving over one hundred stakeholders, including the City of Portsmouth and other <br />Hampton Roads localities and private and public entities; and <br /> <br />WHEREAS, the City of Portsmouth supports the goals and efforts of the <br />Elizabeth River Project to reestablish the Elizabeth River as a safe and scenic resource <br />for recreational and economic use by future generations. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby endorses the Elizabeth River Project's 2008 Watershed Action <br />Plan and the Project's goals and visions of Elizabeth River restoration and <br />conservation." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 416 - Adoption of a resolution authorizing the City Manager to convey the Proctor <br />Square parking lot to the Portsmouth Redevelopment and Housing Authority. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. A Developer has been working with PRHA to build residential and retail facilities <br />at 739 High Street. <br />. The Developer desires to lease or purchase the Proctor Square Parking Lot for <br />the purpose of erecting a parking garage there for use as both an area for public <br />parking and private parking for the retail customers and residential owners. <br /> <br />Discussion: <br />. The Portsmouth Parking Authority will convey the Proctor Square Parking Lot to <br />the City simultaneously with the deed of conveyance to PRHA. The deed of conveyance <br />to PRHA will reserve one hundred and three (103) parking spaces within the garage to <br />be used for public parking. The remainder of the garage would be used for private <br />parking associated with the private uses on High Street, and possible additional public <br />parking to the extent available. <br />. PRHA will lease the lot to the developer until all financing is in place and fully <br />committed through the Virginia Housing Development Authority to build the garage. <br />Once financing is in place, PRHA will convey the lot to the Developer to begin the <br />project. This deed will be subject to the reserved parking spaces as set forth in the deed <br />from the City to PRHA. <br /> <br />Financial Impact: <br />. It is anticipated that the garage will be subject to real estate taxes as assessed <br />by the City Assessor for facilities receiving income. <br />
