<br />At a Regular Meeting of the City Council on Tuesday, September 23, 2008, there
<br />were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst,
<br />Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Vice Mayor William Moody, Jr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to approve the minutes of
<br />a Called Meeting of September 8, 2008, of a Called Meeting of September 9, 2008, of a
<br />Regular Meeting of September 9, 2008, and of a Called Meeting of September 16,
<br />2008, and was adopted by the following vote:

<br />Nays: None

<br />08 - 403 - Public hearing on housing use permit and use permit applications:
<br />
<br />(a) HP-08-03
<br />
<br />WESTMINSTER VILLAGE/CHASEVIEW APARTMENTS - Chase
<br />View Limited Partnership request a housing use permit to develop
<br />up to eighty-four (84) apartment units at 3401 Turnpike Road. The
<br />Comprehensive Plan's Generalized Future Land Use Map
<br />recommends this area of the City be developed into a mixed use
<br />corridor. Vision Principle: Thriving Neighborhoods and a Sense of
<br />Community.
<br />
<br />1. Kathy Warren, 801 Water Street, spoke in support of this item.
<br />

<br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that HP-08-03 be approved on first
<br />reading, and was adopted by the following vote:

<br />
<br />PRENTIS PARK NEIGHBORHOOD - Richmond 20M Hz, LLC d/b/a
<br />Ntelos requests a use permit to construct and operate a
<br />communications tower at 1729 Columbus Avenue. The
<br />Comprehensive Plan's Generalized Future Land Use Map
<br />recommends light industrial development in the area. Vision
<br />Principle: Thriving Neighborhoods and a Sense of Community.
<br />
<br />1. Glenn Hampton, 501 Independence Parkway, spoke in support of this item.
