That Resolution No. R-07 -20 is hereby rescinded, and it shall be of no <br />further force or effect. <br /> <br />2. That the need for a public park serving Park View and the nearby <br />neighborhoods and providing general public access to the water is hereby reaffirmed." <br /> <br />Ayes: Moody, Smith, Whitehurst, Holley <br />Nays: Heretick, Psi mas, Randall <br /> <br />08 - 412 - Adoption of a resolution confirming City Council's concurrence with the <br />Hampton Roads Regional Jail Authority's election of Enhanced LEOS benefits for <br />Hazardous Duty Positions. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Hampton Roads Regional Jail is currently the only jailor correctional facility <br />in the region that does not provide the Virginia Retirement System's Enhanced Benefits <br />for Hazardous Duty Positions (EBHDPs) or equivalent retirement benefits to employees <br />in eligible hazardous duty positions. <br />. In the Hampton Roads region, there are a total of 14 jails and correctional <br />facilities, consisting of 3 regional jails, 8 city/county jails and 3 state facilities. Only the <br />Hampton Roads Regional Jail does not provide these retirement benefits. In order to <br />maintain an adequate workforce, the Hampton Roads Regional Jail needs to be <br />competitive in the region and the state. <br />. The Hampton Roads Regional Jail Authority Board approved a resolution to elect <br />the Enhanced Benefits for Hazardous Positions during its meeting held on August 20, <br />2008. These are equivalent to those provided for State police officers commonly <br />referred to as LEOS benefits. <br />. This election is an irrevocable election and these benefits will be permanent for <br />the eligible Hampton Roads Regional Jail employees as they are for the employees of <br />all of the other regional facilities. <br /> <br />Discussion: <br />. In order for the Board's election of these benefits to become effective under the <br />laws and regulations governing the Virginia Retirement System, a resolution must also <br />be approved by the City Council of each member jurisdiction confirming that they concur <br />with the Jail Authority's election of the enhanced benefits. <br />. The Hampton Roads Regional Jail is requesting that Portsmouth City Council <br />adopt the necessary resolution prior to October 1, 2008, which is the scheduled <br />effective date of the Jail Authority's election. <br /> <br />Financial Impact: <br />. No funds are being requested from the City of Portsmouth or from any of the <br />other member cities for the implementation of these benefits. The actuarial estimate of <br />the annual cost is $787,400, which the Jail Authority will pay for the foreseeable future <br />from increased federal revenues earned by housing federal inmates. <br /> <br />Staff Recommends: <br />Adoption of a resolution. Following concurring resolutions from City Council of all member jurisdictions <br />prior to October 1, 2008, the Hampton Roads Regional Jail will make effective the Jail <br />Authority's election of enhanced LEOS benefits for Hazardous Duty Positions. <br />
