<br />September 9. 2008 <br /> <br />08 - 377 - Adoption of an ordinance accepting a grant in the amount of $48,534.25 from <br />the Virginia Department of Motor Vehicles and appropriating said amount in the FY <br />2008-2009 Grants Fund for use by the Portsmouth Police Department for overtime <br />payment and law enforcement equipment in various motor vehicle related areas. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community and Pride of Past, <br />Promise of Future. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding in the amount of <br />$48,534.25 from the Department of Motor Vehicles (DMV). The funds will be used for <br />Comprehensive Driving Under the Influence (DUI), Speed, Passenger Vehicle and <br />Commercial Motor Vehicle (CMV) Occupant Restraint Enforcement. <br /> <br />Discussion: <br />. The Portsmouth Police Department desires to increase the seatbelt usage by <br />CMV's significantly and to also reduce traffic crashes with the potential of injuries <br />through educational efforts, enforcement and building of partnerships. <br />. The funds received will enable the Portsmouth Police Department to provide <br />overtime payment to be utilized by law enforcement in the areas of Comprehensive <br />Driving Under the Influence (DUI), Speed, Passenger Vehicle and Commercial Motor <br />Vehicle (CMV) Occupant Restraint Enforcement. <br /> <br />Financial Impact: <br />. There is no cash match required. The City must provide an in-kind match of <br />$9,706.85. There is no continuing obligation from the City once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community and Pride of Past, Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. The Police Department will acquire the necessary equipment and educate <br />citizens and commuters on the importance of maintaining safe speeds and utilizing <br />occupant restraints in both passenger and commercial motor vehicles. <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $48,534.25 FROM THE <br />VIRGINIA DEPARTMENT OF MOTOR VEHICLES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2008-2009 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />POLICE DEPARTMENT FOR OVERTIME PAYMENT AND LAW ENFORCEMENT <br />EQUIPMENT IN VARIOUS MOTOR VEHICLE-RELATED AREAS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 378 - Adoption of an ordinance to appropriate $1,382,100 in the FY 2008-2009 <br />Public Utilities Enterprise Fund for the purchase of emergency drought raw water from <br />the City of Norfolk. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community and a Robust and Prospering Economy. <br />
