Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. The continuation of the Victim Witness Program focusing on serving victims of <br />crime in the City. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $292,120 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2008-2009 GRANTS FUND FOR USE <br />BY THE COMMONWEALTH'S ATTORNEY'S OFFICE FOR THE VICTIM WITNESS <br />PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 375 - Adoption of an ordinance accepting a grant in the amount of $513,426 from <br />the U.S. Department of Homeland Security and appropriating said amount in the FY <br />2008-2009 Grants Fund for use by the Portsmouth Police Department for port security <br />equipment. Vision Principle: World Class Maritime Center and Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $396,963 from <br />the Department of Homeland Security to provide funds to purchase equipment for <br />Portsmouth Police. This grant requires a 25% cash match of $116,463 for a total <br />amount of $513,426. <br />. Since estimated revenue in the FY 2007-2008 Grants Fund is increased by <br />$513,426, that amount will be appropriated. <br /> <br />Discussion: <br />. In order to achieve the City Council's vision of becoming a "World Class Maritime <br />Center," the City must do its part to prevent, protect, respond and recover from <br />"Weapons of Mass Destruction" or other types of catastrophic or disaster events. The <br />"Norfolk Harbor," that includes the Virginia Port Authority terminals in Norfolk and <br />Portsmouth and the new APM Terminals in Portsmouth, is in need of equipment for <br />detection and interdiction of improvised explosive devices (IEDs) that may be delivered <br />via small craft, underwater swimmers, or by ferries. Additionally, there is a need for <br />enhanced response and recovery platforms. <br />. The U. S. Department of Homeland Security FY 2007 Port Security Grant <br />Program has awarded the Portsmouth Police Department a grant in the amount of <br />$513,426, which includes the 25% cash match, to purchase equipment to enhance port <br />security. The amount of the grant award and cash match will be divided as follows: <br />Portsmouth Police Department = $465,851.00 ($349,388 Federal Funds; <br />$116,463 required cash match) <br />Chesapeake Police Department <br />Smithfield Police Department <br /> <br />= <br /> <br />$ 43,228.50 <br />$ 4,346.25 <br /> <br />= <br /> <br />Financial Impact: <br />. This grant requires a 25% cash match of $116,463 by the City of Portsmouth, <br />which will be provided from the Asset Forfeiture/Police State Seizures account in the FY <br />2007 -2008 Donations Fund, and required 25% cash matches from Chesapeake and <br />Smithfield in the total amount of $15,828.25 to be held in those localities. <br /> <br />Staff Recommends: <br />Adoption of ordinance.
