<br />At a Regular Meeting of the City Council on Tuesday, September 9, 2008, there
<br />were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Stephen E. Heretick,
<br />Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager
<br />Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Pastor Robert Edwards opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br />Vice Mayor Moody asked for a moment of silence for former Councilman and
<br />Vice Mayor E. G. "Tip" Corprew.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to approve the minutes of
<br />a Called Meeting of July 22, 2008, of a Regular Meeting of July 22, 2008, of a Called
<br />Meeting of July 29, 2008, of a Called Meeting of August 4, 2008, of a Called Meeting of
<br />August 18, 2008, and of a Called Meeting of August 25, 2008, and was adopted by the
<br />following vote:

<br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />08 - 371 - Presentations:

<br />. Presentation by Chavis Harris, Paul Regal and Theresa Weaver of the Mayor's Cup
<br />to the City of Portsmouth.

<br />. Special presentation to Reverend Rod Edwards.
<br />
<br />. Presentation of special lapel pins to newly appointed Board and Commission
<br />members.

<br />08 - 372 - Motion to appoint Lillimae Woode and Regina Jackson as Deputy City
<br />Clerks.

<br />Motion by Ms. Psimas, and seconded by Mr. Moody, to appoint Lillimae Woode
<br />and Regina Jackson as Deputy City Clerks, and was adopted by the following vote:

<br />
<br />08 - 373 - Public hearing on use permit, comprehensive plan amendment, and rezoning
<br />applications:
<br />
<br />(a) UP-08-09
<br />
<br />DOWNTOWN NEIGHBORHOOD - Terry Webb requests a use
<br />permit to operate an entertainment establishment at 509 High
<br />Street. The Comprehensive Plan's Generalized Future Land Use
<br />Map recommends mixed use downtown development for the area.

<br />1. Paul Smith, 430 Long Point Boulevard, spoke in opposition to this item.
<br />
