Illegal Truck Traffic Update - Sergeant Steve Jackson <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to add an item to the <br />agenda, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, adopting a resolution <br />confirming a Declaration of Local Emergency for tropical storm Hanna, and was <br />adopted by the following vote: <br /> <br />"RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY FOR <br />TROPICAL STORM HANNA. <br /> <br />WHEREAS, the City Manager of the City of Portsmouth, acting in his official <br />capacity of Director of Emergency Management, did on September 5,2008 declare a <br />Local Emergency in anticipation of the arrival of Tropical Storm Hanna; and <br /> <br />WHEREAS, pursuant to Article XIII of Chapter 2 of the Code of the City of <br />Portsmouth, it is now incumbent on City Council to take official action ratifying said <br />declaration of emergency: <br /> <br />NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City <br />of Portsmouth, Virginia, that said Declaration of Emergency is hereby ratified and <br />approved. The City Manager is further authorized to take all actions reasonable and <br />necessary to complete implementation of all actions taken to respond to said <br />emergency." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 383 - Non-Agenda Speakers <br /> <br />1. Joe Wright, 1451 Welcome Road, asked that the City Council provide better pay for <br />police officers. <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, informed the City Council of the great <br />strides that have been made in recognizing the Battle of Greatbridge nationally. He <br />also asked that Portsmouth do more in helping with this recognition. <br /> <br />3. Clyde Toler, 1029 Blair Street, voiced his concern with the problems that are still <br />occurring in the Parkview neighborhood and volunteered to escort someone from <br />Code Enforcement throughout the neighborhood to identify violations. <br /> <br />4. Bill Connolly, 475 Water Street, voiced his concern with the problems that are being <br />caused by skateboarders, homeless people and dogs in his neighborhood. <br /> <br />5. Cecilia Kelly, 720 Broad Street, spoke in support of the modernizing of the non <br />residential districts. <br /> <br />6. R. M. Holley, 309 County Street, voiced his concern with the lack of police retention <br />in the City. <br />
