<br />September 9. 2008 <br /> <br />7. That notwithstanding any contractual or other provisions, the contributions <br />of each member of VRS who is an employee of the City of Portsmouth shall be picked <br />up using the method under which the employer will pay the employees' statutorily <br />required contributions to VRS and the salary will not be modified." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />08 - 380 - Boards and Commissions <br /> <br />Mr. Moody offered the following nominations: <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to close nominations, and <br />the above nominations were adopted by the following vote: <br /> <br />TRANSPORTATION DISTRICT COMMISSION OF HAMPTON ROADS <br /> <br />Charles Whitehurst, Sr. to be appointed to fill a term, replacing William Moody, Jr. <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 381 - Items Submitted by Council Members <br /> <br />'" Mr. Moody requested an update and timeline regarding the proposed sound wall for <br />1-164. <br /> <br />'" Ms. Psi mas gave an update regarding insufficient lighting and trees in the public <br />housing units. As a direct result of a tour taken by Commissioner Pam Kloeppel of <br />the Portsmouth Redevelopment and Housing Authority, Police Chief Corvello, the <br />officers that patrol the public housing units, Lee Cherry of the Sheriff's Department, <br />and herself, there has been a vast improvement in lighting, tree removal and <br />pruning, and communication with neighbors. <br /> <br />'" Mr. Smith, as liaison to the Metropolitan Planning Organization, provided an update <br />on the possible decommissioning of the Jordan Bridge. <br /> <br />'" Mr. Whitehurst brought to City Manager Chandler's attention that the City Council <br />needed to ratify emergency action taken during tropical storm Hanna. <br /> <br />'" Mr. Moody reminded Staff that a representative of Safeway Cab asked that the City <br />Council increase the cab rates which would make them comparable to neighboring <br />localities and also offset the increasing gas prices. <br /> <br />. City Manager Chandler informed the City Council that the request to increase cab <br />rates has been reviewed by Staff and the Health Administrative Center Inspector, <br />and the conclusion from Staff is that a rate increase is not recommended at this <br />time. He also informed Council that this information has been communicated to the <br />representative of Safeway Cab. <br /> <br />'" Mayor Holley, with the concurrence of the City Council, appointed Councilwoman <br />Randall as liaison to the Umoja Festival and Sister's Cities Commission, Councilman <br />Whitehurst as liaison to the Planning Council and the Homelessness Committee, <br />and Vice Mayor Moody as liaison to the Elizabeth River Commission and Park. <br />
