<br />Portsmouth in fee simple 2.33 acres, more or less, of land known, numbered, and
<br />designated as Parcel 3 on a certain plat entitled, "SUBDIVISION OF HARBOR
<br />CENTER, SECTION ONE, PORTSMOUTH, VIRGINIA," dated August 27, 2000,
<br />prepared by Earl M. Cheatham, City Surveyor for the City of Portsmouth, Virginia, and
<br />recorded in the Clerk's Office of the Circuit Court for the City of Portsmouth, Virginia, in
<br />Map Book 18, at Pages 138 and 139."

<br />00 - 277 - Adoption of a resolution authorizing an application by the City for a
<br />Commonwealth of Virginia Department of Housing and Community Development Grant
<br />in the amount of $1,375,000 for improvements at the Portsmouth Corporate Center.

<br />Recommendation:
<br />
<br />· Adoption of a resolution authorizing an application by the City for a Commonwealth
<br />of Virginia Department of Housing and Community Development Grant in the amount of
<br />$1,375,000 for improvements at the Portsmouth Corporate Center.
<br />
<br />Purpose and Need:
<br />
<br />· The funds will facilitate the construction of the entrance road to the Portsmouth
<br />Corporate Center and related infrastructure (water, sewer extensions, storm water).
<br />
<br />Financial Impact:
<br />
<br />· The City will not have to appropriate funds to match this grant. The grant is being
<br />matched by funds previously expended for the acquisition of Sections 1 and 2 of
<br />Fairwood and the Greenwood Drive Economic Development Administration (EDA) grant
<br />project.
<br />
<br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING AN APPLICATION BY THE CITY OF
<br />PORTSMOUTH FOR A COMMONWEALTH OF VIRGINIA DEPARTMENT OF
<br />HOUSING AND COMMUNITY DEVELOPMENT GRANT FOR IMPROVEMENTS AT
<br />THE PORTSMOUTH CORPORATE CENTER.
<br />
<br /> WHEREAS, in order to proceed with the development of the Portsmouth
<br />Corporate Center located in the City's Empowerment and Enterprise Zones, the City of
<br />Portsmouth, Virginia, must make certain public improvements to the site, including the
<br />construction of an entrance road and the installation of related infrastructure, such as
<br />water and sewer line extensions and storm water management controls; and
<br />
<br /> WHEREAS, the City of Portsmouth desires to apply to the Commonwealth of
<br />Virginia Department of Housing and Community Development for a Virginia Industrial
<br />Site Development Fund grant in the amount of $1,375,000 to assist in the costs of said
<br />improvements; and
<br />
<br /> WHEREAS, the required 25% local cash match for the grant has already been
<br />expended by the City of Portsmouth as part of the actual site acquisition costs of
<br />$6,424,000 incurred by the City since January 1, 1998; and
<br />
<br /> WHEREAS, the Portsmouth Corporate Center project is a single-jurisdiction
<br />project, and the City of Portsmouth will act as program administrator.
