NOVEMBER 14, 2000 <br /> <br />00 - 281 - Adoption of a motion to exceed the 25% limit of allowable change orders to <br />the contract for removal of derelict vessels from Scott's Creek of the Elizabeth River. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to exceed the 25% limit of allowable change orders to the <br />contract for removal of derelict vessels from Scott's Creek of the Elizabeth River. <br /> <br />Purpose and Need: <br /> <br />· This change order is necessary because the additional structures found at the site <br />were not evident until the work was underway. <br /> <br />· These structures were hidden during several pre-bid and bid investigations. <br /> <br />Financial Impact: <br /> <br />· The change order amount for this project is approximately $35,000. The City is in the <br />process of having these funds allocated from the Virginia Marine Resources <br />Commission. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to exceed the 25% limit of <br />allowable change orders to the contract for removal of derelict vessels from Scott's <br />Creek of the Elizabeth River, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />00 - 282 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />00 - 283 - Items Submitted by Council Members <br /> <br />Councilman Pitts will convene the Fall Legislative Conference of HRT in Norfolk. <br /> <br />Mr. Massie announced the January 10th opening of the Renaissance Hotel. <br /> <br />Councilman Moody requested the Board and Commissions be available on the City <br />web site. <br /> <br />Vice Mayor Griffin acknowledged Cavalier Manor meeting. <br /> <br />Councilman Robinett commented on the library system (with Main Branch being <br />closed) from November 20th - January 16th to update the air conditioning system. <br />Asked for a report on library system and progress planned over the next year. <br /> <br />00 - 284 - Non-Agenda Speakers <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on destructive criticism and <br /> encouraged civility. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to waive the rules of order to <br />allow Mr. Sharp an additional two minutes to speak, and was adopted by unanimous <br />vote. <br /> <br />Elijah Sharp, 702 Hancock, President, United Civic League of Cavalier Manor, <br />spoke on multi-purpose athletic field at former elementary school, open ditches, and <br />Bonavilla apartments. <br /> <br />3. Raleigh Harsley, 2124 Peach Street, spoke in opposition to a neighbor's driveway <br /> adjacent to his property. <br /> <br /> <br />
