August 13, 1991 <br /> <br /> 91-280 Letter from the City Manager recommending adoption <br />of an ordinance appropriating $278,571 from the Capital <br />Improvements Fund for improvements to the Neighborhood Facility <br />Recreation~Center on Elm Avenue. <br /> <br /> Motion of Ms~ Lucas and seconded by Mr. Hawks, to defer <br />the following ordinance t~ the August~27, 1991 mesting, and was <br />adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $278,571.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE PURPOSE OF PROVIDING IMPROVEMENTS TO <br />PORTSMOUTH'S NEIGHBORHOOD FACILITY RECREATION CENTER ON ELM <br />AVENUE. ~ i ~ i ~ <br /> <br /> 91-281 Letter from the City Manager~ recommending adoption <br />of a resolution approving the purchase of three vehicles for <br />the Department of Social~Services at publ'ic auction. <br /> <br /> "In the budget process, you approved the purchase of three <br />vehicles at a total cost of $16,200 for the Department of <br />Social Services. In the past, the Director of Generat <br />Operations and the Purchasing Agen% have been successful in <br />purchasing certain vehicles at public auction.~ Purchasing <br />these three vehicles at public auc<tion will allow Social <br />Services to procure them at wholesal% pric~s. City Code <br />Section 12-217 requires City Council's advance approval for <br />purchases at auctions. <br /> <br /> I concur with the recommendation of the~Purchasing Agent <br />and request your favorable consideration of this resolution <br />authorizing the purchase of motor vehicles at public auction!." <br /> <br /> Motion of Mr. King, and seconded by Ms. Lucas, the <br />following resolution was adopted on first and final reading, <br />and by the following vote: <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER~TO PURCHASE CERTAIN <br />MOTOR VEHICLES AT PUBLIC AUCTIONS. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia is in need of <br />motor vehicles for general government use; and <br /> <br /> WHEREAS, the City of Portsmou~h is in need of fiscal <br />conservatism in the purchasing of goods, services, and <br />commodities; and <br /> <br /> WHEREAS, the Portsmouth Department of Social Services is <br />in need of three motor vehicles, and the City of Portsmouth is <br />able to purchase at wholesale prices certain motor vehicles at <br />public auctions; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth~ Virginia, <br /> in accord with Section 12-217 of the City Code, has determined <br /> that the purchase of these three motor vehicles from public <br /> auctions is in the best interest of the public because of the <br /> financial savings associated with such method of purchase. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br /> of Portsmouth, Virginia, that the City Manager be and he is <br /> hereby authorized to purchase those certain motor vehicles <br /> from public auction sales because it is in the best interest <br /> of the public. <br /> <br /> Ayes: Clemons, Corprew, Eppe~son, King, Hawks, Lucas, Webb <br /> Nays: None <br /> <br /> <br />
