Approval of this item will allow jurors to donate their <br />stipends to the Juvenile and Domestic Court Services Unit, <br />Portsmouth Department of Social Services and the <br />Portsmouth Community Services~Board. <br /> <br /> "During the 1991 session of the Virginia General Assembly, <br />14.1 -195.2 of the Code of Virginia was amended to permit <br />jurors to donate their stipend to an authority that provides <br />services to the courts of the City of Portsmouth. The specific <br />language reads: <br /> <br />"B. A county or city may provide by local ordinance that <br />a juror 9ay direct in writing that compensation due him be <br />paid to the court service unit or to any other agency, <br />authority or organization which is ancillary to and <br />provides services to the courts of the county or city." <br /> <br /> Those agencies which would be entitled to receive these <br />funds are the Juvenile and Domestic Relations Court Services <br />Unit, Portsmouth Department of Social Services and the <br />Portsmouth Community Services Board. <br /> <br /> I, therefore, recommend that a local ordinance be <br />established to allow juro~rs the opportunity to direct their <br />compensation for serving the court to these agencies." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. King the <br />following ordinance was adopted and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY <br />OF PORTSMOUTH'~ VIRGINIA, 1988, BY ADDING SECTION 12-18 <br />THEREOF, PERTAINING TO COMPENSATION OF JURORS." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: none <br /> <br /> 91-298 Letter from the City Manager~recommending <br />adoption of an ordinance to amend the Code of the City of <br />Portsmouth, Virginia by amending Section 37-248 thereof, <br />pertaining to tow truck and repossession removal of vehicles <br />within the city limits. <br /> <br />Approval of this item will incorporate specific language <br />into the City's code requiring tow trucks and repossession <br />removal of vehicles to be reported immediately to the <br />police, and to limit financial responsibility where no <br />report to police is made. <br /> <br /> "Tow truck operators and those persons or entitles <br />involved in the repossession of vehicles are required by our <br />ordinances to report any removal to the police. This <br />information is required in order to avoid the possibility of <br />these vehicles being shown on police records as stolen after <br />they are not found by their owners. <br /> <br /> State and federal systems require information that is <br />exact in order to avoid unnecessary criminal investigation, and <br />in order to assist vehicle owners in finding their vehicles <br />with a minimum of costs and delay. The proposed amendment to <br />our Code brings it into l~ne with the technological advances in <br />police information systems, and limits financial responsibility <br />where no report to police is made. <br /> <br /> I, therefore, recommend the adoption of these amendments <br />to our City Code." <br /> <br /> <br />
